Development of national measurement standards system Maintenance and improvement of accuracy of measurement standards Traceability of measurement standards Pattern approval of measuring instruments Calibration of measuring instruments Verification of mandatory instruments as required by the law Issue License for manufacture, repair, installation and sale of measuring instruments Training Others Main Functions of Metrology Department

 The project “Supporting legal metrology of Mongolia” was implemented in Standardization and Metrology Agency between 1996 and 1999 according to the Cooperation Programme signed by government of Mongolia and Federal Republic of Germany in  Within the scope of this project, the Volume Standards Laboratory was established with the equipments including standard pipettes with capacity of 1, 2, 5, 10 liters and 0.03% of measurement accuracy supplied by the Physics-Technical Institution of Germany in  Those pipettes were certificated as “National Standards” by the Government resolution 227 in  The Volume Standards Laboratory has 36m 2 work space and 2 staffs who are conducting calibration service for approximately 420 measuring instruments of 5 types a year. Introduction

Main functions  Coordination of the implementation of Metrology law  Maintaining the measurement standards and dissemination of unit  Carrying out calibration of measuring instruments  Organizing proficiency comparison testing among metrology laboratories in national level  Conducting type testing of water meters  Licensing of the legal entities for installation, repair and sale of measuring instruments  Drafting and formulation of national standards regarding the methods of calibration of volume measuring instruments and adoption of international standards into the national one  Conducting professional training

Pipettes of (1  50) liters with 0.03% of measurement accuracy VOLUME STANDARDS LABORATORY

Flasks of (2  100) liters with 0.03% of measurement accuracy

Travelling /moving/ laboratory with 0.1% of measurement accuracy

Stationary equipment with 0.2% of measurement accuracy for calibration of water meter

Calibrating equipment with 0.1% of measurement accuracy for road tank

Electronic balance of (0,2  150) kg and (0,001  1) g of accuracy

 Nowadays when technology has been sharply advanced in many nations, high technological equipments and measuring instruments have been broadly supplied in domestic sectors of production and service from abroad. Consequently, the accuracy in volume measurement sector has reached at 5* Particularly, as equipment in the oil sector have been advanced, new types of measuring instruments like gas meter, dispenser for LPG, automatic level measuring instrument for storage of oil tank are imported into Mongolia. In this situation, the capacity and accuracy level of the equipment and instruments that we currently use do not meet the current requirements. Moreover, in connection with the development in mining industry in Mongolia, new types of measuring instruments such as flow meters have been introduced which are needed in more accurate calibration.

 2007, Electrical standard laboratory participated APLAC Proficiency Testing Program MO20, by DC Current Measurement and they are participating supplementary comparison on Digital multimeter P1-APMP.EM-S8 in  2006, Mass standard laboratory participated APLAC Proficiency Testing Program APMO17, by supplementary comparison on weigth F2 class 100g, 10g and 1g.  2006, Length standard laboratory participated Proficiency Testing Program APLAC_MO18 short gauge blocks 1mm, 8mm, 75mm.  For participation by the Volume Standard Laboratory to such comparison, previously we would like to conduct an exercise comparison to gain necessary practice. International Comparison
