The CFP AND the role of science, innovation and advice Tallinn 28 th May 2013 SCAR-Fish report:

SCAR-Fish: A sense of direction regarding: New fisheries harvest strategies and improved aquaculture production based on the understanding of ecosystems Sustainable management producing optimal utilization of the food potential The basis for the work is the new CFP

SCAR-Fish: an organisational approach giving: Collaboration between Member States to achieve economy of scale, research efficiency, sharing of research results Linking funding of science with the CFP priorities

In short: What to prioritise, and how to it in an efficient manner.

Our advice is concrete - to allow discussions and decisions of an operational nature SCAR-Fish is a policy driven group: 1.We talk with with all who contribute to make the CFP work through knowledge building, innovation and advice 2.We advice the EU Commission and Member States on initiatives that can provide a cost efficient ”knowledge industry” supporting the new CFP

Challenges A new situation: All fish count on the quota and must be landed (data poor stocks, real-time advice, choke species) Much more knowledge needed: Prioritising and cost-efficiency -> A new commitment and organisation is needed

This is what we need on the strategic level 1.A formal structure for cooperation, prioritising of work, financing and use of heavy infrastructure 2.A new focus: A “supply chain” approach from policy to performing fisheries 3.Shared data. Real time data from fishing vessels. Intelligent technology. ICES’s role as independent advisor retained (shared stocks), and it’s “productline” developed ICES supporting the emerging EU – USA alliance on science coop

I suggest that you make a commitment here, and that you establish a time schedule for the implementation of the new organisation and the way it will work with ICES -> A concrete proposal

The European Marine Science and Advice Co-action (EMSAC) A legal organisation with a formal structure operating on basis of A financial commitment Commitment to participate in advisory work and science planning/science projects and science dissemination An option to participate in common Infrastructure (ships a.o.) A MoU with the EU commission including a scheme for EU financing of the EMSAC work. An administration. Ensure efficient participation in international bodies, especially ICES, A science and advice coordination board for prioritisation and development of relevant science, advisory and infrastructure initiatives. The Articles of Association for the organisation should be strong enough to empower EMSAC to make binding commitments to third parties on delivering Input of data and advisory and science staff to ICES and similar. EMSAC’s services should be financed on a cost basis. Here two options: 1.EMSAC work is financed by participating institutes (Member States) and the Commission. ICES may pay for concrete services on top of that. Or 2.ICES pay in full for the EMSAC services. EMSAC pay institutes for the staff and cost they put into the work.

Time schedule: EFARO is invited to produce a ready to paste- and-copy text for our report 5th September. We prefer ICES to give it’s support
