 Facilitator – Helps organize and guide the overall Master Plan process.  Stakeholder Forum – All interested parties.  Planning Committee – Decision-making body of the Master Plan.  Workgroups – Established by the Planning Committee to study key elements of the Plan.  Coordinating Committee – Subgroup of Planning Committee members that helps process planning.  Agency Forum – Public agencies with ownership or regulatory jurisdiction.
