Summary of Approved Proposals Eliminate Level 3 students and include retained students in the Low 25. Waive the Adequate Progress penalty for only. A new target will be established once the 2012 FCAT results are reported. Add an Algebra acceleration component to Middle Schools worth 100 points but compute with and without participation. 2
Summary of Approved Proposals Continued Science will not be included in the High School Grades for F-Trigger: The trigger is waived for and has been redefined for future years. Starting in , the new language indicates that a school will only drop a letter grade if the Reading target is not met. 3
Proposed Methodology Changes to Proficiency Proposal: Modify proficiency component to include ALL students. –That is, Students with Disabilities or English Language Learners who have been in the ESOL program for more than one year. Outcome: Convene a State Task Force to discuss how these students would be included in proficiency. Status: FLDOE has not made final decision on how ELL and ESE students will be included. 4
Highlights of the ELL Task Force 5 Use multiple outcome measures Focus on Learning gains until ELL is proficient in English Use weighted measure of FCAT performance in school grades until language proficiency is achieved – 5 year limit Provide bonus if proficiency is achieved ahead of schedule
Highlights of the ESE Task Force 6 Additional weight for students who move beyond expected gain in learning gains calculation on FAA Level Review the number of points required for students at levels 1, 2 and 3 of the FAA to make learning gains and proficiency Scores for students and center schools should not be counted in gains and proficiency at both the cluster school and the home school
Status of ELL and ESE Task Force Recommendations 7 Commissioner of Education has indicated the following: –Policy or Rule Amendment: Prepare changes that affect School Grades for May State Board Meeting –Changes that require USDOE approval: A transmittal was sent to USDOE on April 11 –Statutory Changes: Will be brought to the 2013 legislative session
