Mission of IPDA* “Facilitate global access to, and exchange of, high quality scientific data products managed across international boundaries” Support construction of compatible archives Support sharing of tools and software services Define “data standards within the IPDA, including the data models and derived dictionaries, based on the NASA Planetary Data System (PDS) that is the de-facto standard for all planetary data at the time of the IPDA founding” * Extracted from IPDA Charter, July 2007

Background The IPDA was formed in 2006 with the purpose of adopting standards and developing collaborations across agencies to ensure data is captured in common formats. It has grown to approximately eight agencies represented by a number of different groups through the IPDA Steering Committee.

The IPDA Steering Committee oversees the execution of projects and coordinates the international collaborator. In executing its mission, the IPDA conducts a number of focused projects to enable interoperability, construction of compatible archives, and the operation of the IPDA as a whole. These projects have helped to establish the IPDA and to move the collaboration forward. A key project that is currently underway is the implementation of the emerging PDS4 (Planetary Data Sytem) data standard. Given the international focus, it has been critical that the PDS and the IPDA collaborate on its development. Also, many other projects have been conducted successfully before 2015 The Technical Expert Group

Approval Process from Proposed TEG Charter The IPDA TEG shall be empowered by the Steering Committee to design and develop technical standards that meet the IPDA requirements and fit within the IPDA system architecture. The TEG is responsible to review and approve standards when they are ready for submission to the Steering Committee. Each agency will be given one vote which will be comprised of “YES”, “NO” or “ABSTAIN”. A discussion period should precede the request for a vote. If there are no major concerns, then the vote should be called for by the TEG chair requesting a rapid response. Only votes that are in the “YES” or “NO” category will be counted. Agencies that do not vote will be counted as “ABSTAIN”. The results of the vote should be sent to the Steering Committee. Once the Steering Committee is notified, they should be given ample time to ask for questions and clarification as part of the Steering Committee discussion period. Members of the Steering Committee may request a vote at any time during the discussion period. If no vote is requested, then the standard will be approved. If a vote is requested, then the vote will follow the Steering Committee rules for voting.
