2 SOME GUY IDEA! Some Guy has a great idea. He thinks that the government should set aside money to create new school playgrounds throughout the nation.

3 SOME GUY IDEA! CONGRESSMAN or SENATOR Some Guy speaks with his Congressman (or Senator) The Congressman thinks it’s a good idea for a law

4 CONGRESSMAN BILL CONGRESS The House Of Representatives The Senate Using the idea the Senator or Congressman drafts (writes) a bill. And brings it to:

5 Education The House of Representatives sends the bill to a committee that is in charge of this type of bill Military Transportation BILL COMMITTEES

6 EducationCommittee then sends the bill to a sub-committee that specializes in this type of bill BILL SUB-COMMITTEES Education Budget Pre-School Education College Loans

7 If the subcommittee thinks the bill is worth discussing, it holds hearings on the bill, giving supporters, opponents and experts a chance to voice their views. Education Budget SUB-COMMITTEE

8 BILL Education Budget SUB-COMMITTEE Amendments (changes) to the bill are then suggested and voted on. The subcommittee may also decide to write an entirely new bill.

9 Education Budget SUB-COMMITTEE the subcommittee votes on whether to take the bill to the full committee for a vote. If the bill does not pass, it dies. BILL EDUCATION COMMITTEE BILL

10 CONGRESS BILL The committee discusses the bill. If the bill passes the committee writes a report explaining the bill to the full House or Senate. EDUCATION COMMITTEE

11 CONGRESS BILL The bill is placed on the calendar of the House or Senate until it is scheduled for discussion.

12 Both the House and the Senate must pass similar forms of a bill. If a bill is passed in only the House or the Senate, it is sent to the other one for debate, amendment and a vote.

13 After both the House and the Senate have passed similar bills, the two bills are sent to a conference committee. HOUSE BILL SENATE BILL

14 The Conference Committee The conference committee includes members of both the House and the Senate. The committee discusses the differences between the two bills. They re-write the bill in a form that they think will pass in both the House and the Senate and vote on it. After they pass the re-written bill, the committee writes a report that contains: The re-written bill An explanation of how they worked out the differences between the two bills

15 House of Representatives the re-written bill is sent to the House for a vote. RE-WRITTEN BILL Senate

16 House of Representatives RE-WRITTEN BILL Senate If the House passes the bill, it is sent to the Senate.

17 House of Representatives RE-WRITTEN BILL Senate If the House or the Senate does not pass the bill, it dies.

18 House of Representatives RE-WRITTEN BILL Senate If the bill passes in both the House and the Senate, it is sent to the President.

19 CONGRESSThe President has 4 options 1. Sign the bill …. It becomes a LAW LAW

20 CONGRESSThe President has 4 options 2. Veto. He can choose to not sign the bill, so it will not become a law. However, if the bill is then passed by 2/3 of both the House and the Senate, it still becomes a law. Veto

21 RE-WRITTEN BILL CONGRESSThe President has 4 options 3. Law without signature. He can let the bill sit on his desk for 10 days without signing it while Congress is in session. The bill then becomes a law. LAW

22 RE-WRITTEN BILL CONGRESSThe President has 4 options 4. Pocket veto. If, after 10 days, he has not signed it and Congress is no longer in session, the bill does not become a law. VETO
