No.1 for Service and Value Evidence Base – appropriate/available Infrastructure – we used Infrastructure Delivery Schedule prepared for our Core Strategy, plus Development Infrastructure Funding Study (DIFS) for Vauxhall Nine Elms Battersea (VNEB) Viability – we used the DIFS for VNEB, our Affordable Housing Economic Viability Assessment (AHEVA) for resi in the rest of the Borough, internal calculations for non-res. You will need to determine what other evidence they need re non- res Need to determine likely challenges/responses to charging schedule – we commissioned additional evidence in relation to office and retail development

No.1 for Service and Value Setting Rates – needs vs impact In setting rates boroughs have to balance need to raise funds to provide infrastructure with impact on viability – Wandsworth revised its rates for office and retail Real issue in areas with low development values where ability to raise funds through CIL limited and traditional sources of funding have been cut Boroughs have to take account of Mayoral CIL Mayor’s CIL will impact on development viability for marginal types of development and could also impact on funds available for other strategic infrastructure – Northern Line Extension (NLE)

No.1 for Service and Value CIL related policies Need to decide how much time before CIL becomes effective Charging schedule is only one part of CIL policy set Instalments policy – could have significant impact on developer cash flow/viability Exceptional relief and Discretionary charitable relief Identification of neighbourhoods – amount where expenditure is to be determined in accordance with communities’ wishes Regulation 123 List

No.1 for Service and Value Introducing CIL How are you going to resource CIL – development of your charging schedule / implementation Shouldn’t under-estimate the effort involved in introducing CIL (software, standard correspondence/notice templates, responsibilities, procedures, staffing) CIL Regs are not easy – we are all still learning – and they are going to change again London authorities have benefitted enormously from the CIL collection group – take advantage of all the support you can get How is your authority going to agree how to spend CIL

No.1 for Service and Value Potential impacts of CIL Affordable housing – CIL reduces negotiation wriggle room on S106 in general – should be speedier, but could impact on delivery of affordable housing CIL rules on what is chargeable could have a negative impact on some aspects of design – e.g. car parking, winter gardens/balconies Expenditure on infrastructure – strategic/local spending priorities – impact of the 15%/25% Have a commitment to review the Charging Schedule in 2015

No.1 for Service and Value GLA Support TfL/GLA CIL collection group – very useful in co- ordinating / sharing views on CIL Need for consistency of application of CIL Regulations Need to lobby DLG to amend Regulations where necessary – but recognise that we don’t always agree GLA support to boroughs in developing CIL/supporting boroughs in Examination
