Texas Literacy Initiatives: A Historical Perspective 1996: Inception of Texas Reading Initiative 1997: Provision and use of early reading assessments in every Texas K-2 classroom 1999: Delivery of Texas Teacher Reading Academies (TTRAs) and Online Teacher Reading Academies (OTRAs) in grades K-5 to teachers and administrators 2002: Texas Reading First for K-3 literacy efforts (competitive grant) 2003: Launch of Prekindergarten Texas Early Education Model (TEEM) and Texas School Ready!™ (TSR!) Projects 2007: Approval of the English Language Proficiency Standards (ELPS) 2

Historical Perspective Continued 2007: Development of the Texas Middle School Fluency Assessment (TMSFA) utilized with all 7th grade students who do not reach proficiency on the state assessment 2008: Approval of the Texas Prekindergarten Guidelines 2008: Delivery of the Texas Adolescent Literacy Academies (TALAs) for administrators and middle school teachers 2008: Adoption of new standards for reading and writing instruction for grades K : Approval of the Texas College and Career Readiness Standards (CCRS) 3

Historical Perspective Continued 2009: Provision of statewide professional development on the new standards 2010: Implementation of a statewide online web 2.0 platform, Project Share 2011: Alignment of the State of Texas Assessment of Academic Readiness (STAAR) system with newly adopted reading and writing standards 2011: Statewide professional development for the English Language Arts (ELA) End-of-Course (EOC) assessments 2012: Development of the Early Learning Guidelines for Infants and Toddlers 4

5 Preliminary TLI Numbers 30 Grant Recipients Representing 30 Literacy Lines (421 to 49,625 students) ~121+ ECE Providers ~259+ K-5 ~ That will support 221,248+ students in Texas!!!!!

TLI Goals 1. Increase the oral language and preliteracy skills of participating preschool children. 2. Improve the performance of participating K-2 students on early reading assessments. 3. Increase the percentage of participating students who meet or exceed proficiency on the state English language arts assessments in grades 3 through Increase the use of data and data analysis to inform all decision making in participating districts, campuses, classrooms, and early learning settings. 5. Increase the implementation of effective literacy instruction through Literacy Lines. 8

Purpose of the Online Course The purpose of the Online Course is to help site/campus leaders: 1.Learn each Action Step of the Texas State Literacy Plan. 2.Work to implement each Action Step. 3.Consider all aspects of the Texas State Literacy Plan, and progress toward full implementation. 23

What is the timeframe for the course? The TLI Online Course will begin in September The course will continue throughout the TLI initiative, and will play a central role in the implementation of the TSLP. 24
