The European Railway Agency N° 4 Established in 2004 (EC Regulation 881/2004). Staff: 130 HQ: Valenciennes (north of France) – with meeting rooms in Meeting with IRU - Lille Main asks: o address recommendations for European Rail Legislation to the Commission concerning Safety, ERTMS, Cross- acceptance and Interoperability o maintenance of some public rail related databases o issue opinions to the Commission (or to National safety authorities) concerning rail National safety rules, Interoperability of the trans-European rail network and Monitoring the work of notified bodies th European Bus & Coach Forum - Kortrijk

The European Railway Agency N° 5 Above recommendations of the Agency are presented to and voted by the “Railway Interoperability and Safety Committee” which is chaired by the Commission and attended by 27 EU Member states (+ Norway [+ Switzerland]) and by the Agency. The recommendations will be at the end of the day published as European law in the Official Journal of the European Union, thus, they will be binding law, addressed to the rail sector. ERA will submit in 2010 to above “Railway Interoperability and Safety Committee” a recommendation on the rail “Telematics Applications for Passengers”. This will be a so called “Technical Specification for Interoperability” which will be European Law from th European Bus & Coach Forum - Kortrijk

The European Railway Agency N° 6 The Technical Specification for Interoperability on “Telematics Applications for Passengers” prescribes protocols for the data exchange of timetables, tariffs, reservations, train running information, etc which must be respected from 2010 by the European rail sector (railways, infrastructure managers, ticket vendors etc) according to the European Rail Passengers’ Rights Regulation EC/1371/ th European Bus & Coach Forum - Kortrijk

Why is ERA at IRU forum ? N° 8. Directives on interoperability:  Directive 96/48/EC on the trans-European high-speed rail system  Directive 2001/16/EC on the trans-European conventional rail system (amended by 2008/57/EC). 2nd Railway Package:  Directive 2004/50/EC of 29 April 2004  Directive 2004/49/EC on safety on the Community’s railways  Regulation EC/881/2004 establishing the European Railway Agency. 3rd Railway Package:  Directive 2007/59/EC on European train driver’s licence In the last decades the European Institutions have issued Directives on Rail Interoperability and Safety th European Bus & Coach Forum - Kortrijk

N° 10 The visionary objective for the EU rail system of the future is: « Creation of an integrated European railway area to allow cross border services under a single responsibility in order to guarantee the quality of services to the customer » The EU approach : Creating a common European railway area th European Bus & Coach Forum - Kortrijk

Why is ERA at IRU forum ? N° 11 The cornerstones of the EU approach to improve the performance of rail transport are:. Open access in rail transport to favour competition and create incentives for product innovation and service quality. Fostering the interoperability of the national networks (and hence international services) through technical harmonisation. Develop a common rail safety approach to facilitate market access while maintaining a reasonably high level of safety. Develop the trans-European Network for rail th European Bus & Coach Forum - Kortrijk

Why is ERA at IRU forum ? N° 12 Above EU approach and the underpinning Directives were the major and right step towards improving the situation within the rail sector. As regards rail data exchange, aforementioned Technical Specification for Interoperability on “Telematics Applications for Passengers” (underpinning the Interoperability Directive 2001/16/EC) will further ensure interoperability for the integrated European railway area: Definition of standardized protocols for rail data exchange Definition of obligation to exchange rail data th European Bus & Coach Forum - Kortrijk

Why is ERA at IRU forum ? N° 13 HOWEVER, beyond legislative elements impacting solely the rail sector, multimodal interfaces are also needed in order to improve rail’s co-operation with the buses for data exchange. The multimodal co-operation for data exchange is more than needed for the rail sector since most of the rail passengers typically do not travel from a rail station to a next rail station: they might use to or from the rail stations the buses. Today a passenger need insider knowledge if s/he wants to perform a multimodal (say bus + rail) journey, especially at international level.  Improvement of transport multimodality is aimed by the EU th European Bus & Coach Forum - Kortrijk

What do railways need ? N° 15 Based on the statements of slide 13 it should be assessed by the bus and rail representatives how a commonly understandable data model for transport could be implemented enabling the dialogue between rail and bus services. This data model should provide in a first stage an abstract model of common public transport concepts and data structures that can be used to build public transport timetable information system (including buses and rail). Fares, operational management, real time data, journey planning could be modeled in a second stage th European Bus & Coach Forum - Kortrijk

What do railways need ? N° 16 It seems that the CEN norm EN (“TransModel”) could be one of the viable solutions in order to cope with the modeling and data exchange for timetable information linking buses and rail. “TransModel” was originally developed for the public transport (buses, tramways, tubes etc) but – based on its granularity – can also incorporate rail data elements. A technical mapping (including data transformation) between “TransModel” and rail timetable data issued according to the Technical Specification for Interoperability on “Telematics Applications for Passengers” was performed by ERA with success in th European Bus & Coach Forum - Kortrijk
