Agenda Item: 1.8 Title: to review the provisions relating to earth stations located on board vessels (ESVs), based on studies conducted in accordance with Resolution 909 (WRC-12)

Relevant Resolution/s  Resolution 909 (WRC-12): Provisions relating to earth stations located on board vessels which operate in fixed-satellite service networks in the uplink bands MHz and GHz  Resolution 902 (WRC-03):Provisions relating to earth stations located on board vessels which operate in fixed-satellite service networks in the uplink bands MHz and GHz

Relevant Resolution/s..2  Resolution 909 (WRC-12) resolves to invite ITU-R to review the provisions relating to ESVs which operate in the FSS in the uplink bands MHz and GHz and consider possible modifications to Resolution 902 (WRC-03) in order to reflect current ESV technologies and technical characteristics that are being used or planned to be used, while protecting the other services referred to in recognizing a) and b) above;

Relevant Resolution/s..3  Resolution 902 (WRC-03):Provisions relating to earth stations located on board vessels which operate in fixed-satellite service networks in the uplink bands MHz and GHz

Issues  WRC-12 decided to review the existing provisions relating to earth stations on board Vessels (ESVs), based on studies conducted in accordance with Resolution 909 (WRC-12  Review and possibly revise limitations and restrictions contained in Resolution 902 (WRC-03) to reflect current ESV technologies and technical characteristics

Frequency Bands under consideration  MHz  GHz

Summary of Relevant ITU SG/WP Progress  WP 4A is the responsible WP  At its last meeting held in Feb 2014 WP 4A issued Annex 25 to Doc 4A/468 as a working document containing Draft CPM Text on AI 1.8  Study based on increasing the number of passes of ships  [Study based on increasing the [frequency of ESV passes] [number of passes of ships] (only for the C band but not for Ku band) and varying the maximum e.i.r.p. spectral density towards horizon]

Summary of Relevant ITU SG/WP Progress..2  [Study based on increasing the number of passes of ships and on varying the maximum e.i.r.p. spectral density towards horizon]  Several concerns on the studies in WP 4A  The next WP 4A meeting takes place from 2 – 10 July 2014

Method(s) to satisfy the agenda Item  Method A  NOC  Method B  Increasing off-shore protection distances in the C and Ku bands  Method C  Establishment of different protection distances for different maximum e.i.r.p. density levels (with reduction antenna diameters to 1.2 m and increase of number of ESV passes in C band)  Method D

Method(s) to satisfy the agenda Item..2  Method D  Establishment of different protection distances for different maximum e.i.r.p. density levels with considering the increasing the number of ESV passes in the C & Ku bands

Method(s) to satisfy the agenda Item..3  MOD Annex 1 Res 902 (WRC-03)  The minimum distances from the low-water mark as officially recognized by the coastal State beyond which ESVs can operate without the prior agreement of any administration are 300 km given in Table 1 for the MHz band and 125 km in Table 2 for the GHz band, taking into account the technical limitations in Annex 2. Any transmissions from ESVs within the minimum distances shall be subject to the prior agreement of the concerned administration(s).

Maximum e.i.r.p. spectral density toward horizon (dBW/MHz) Minimum distance from low- water mark* (km) *Low-water mark as officially recognized by the coastal State. TABLE 1 Values for MHz band ESVs Method(s) to satisfy the agenda Item..4

Maximum e.i.r.p. spectral density toward horizon (dBW/MHz) Minimum distance from low- water mark* (km) *Low-water mark as officially recognized by the coastal State. TABLE 2 Values for GHz band ESVs Method(s) to satisfy the agenda Item..5

Method(s) to satisfy the agenda Item..6  MOD Annex 2 Res 902 (WRC-03) Technical limitations applicable to ESVs transmitting in the bands ‑ MHz and GHz

Preliminary SA Position  TBD

Conclusion  TBD after next WP 4A Meeting in July
