European Innovation Partnership (EIP) in general Announced in Commission Communication on Innovation Union - one of the Europe 2020 flagship initiatives contributing to smart growth EIP – a novel concept to tackle societal challenges – ageing, climate change - through successful diffusion of innovation EIP on Active and Healthy Ageing – a first pilot project to be launched in early 2011 Is not a new instrument, but seeking to optimise and streamline the use of existing tools, under a single, coherent and integrated framework Bringing together actors active at all levels (public, private, EU, national, regional and local) to mobilise available resources and expertise Identifying bottlenecks and barriers to better match supply and demand side Scaling up and multiply successful innovation at EU level Aiming to close the gap between science and market by speeding up the process of turning ideas into products and goods

Macroeconomic implications - budget constraints & unsustainable care systems in the EU 27 Total health spending - EU average of 9.6% of GDP in 2008 Health care spending is projected to  by 1.5-2% points of GDP by 2060 Total aged-related spending is projected to  by 4.75% points of GDP by 2060 Shrinking workforce in the care sector and insufficient number of health specialists Innovation and health Great potential and promise of health in innovation capacity, but… A number of bottlenecks : on demand and supply side, such as citizens' inability to use innovations, market fragmentation, lack of clear business models for integrated care, public procurement barriers, inadequate regulatory frameworks etc.

EIP on Active and Healthy Ageing objectives and headline target A triple win for Europe Enabling EU citizens to lead healthy, active and independent lives until old age Improving the sustainability and efficiency of social and health care systems Developing and deploying innovative solutions, thus fostering competitiveness and market growth Overarching goal by 2020 Increasing the number of healthy life years (HLYs) by 2 in the EU on average HLYs values in divergence 61 years for men (though 18 years of difference between MSs), 62 years for women (20 years of difference between MSs)

EIP on Active and Healthy Ageing - activity areas Work area 1 target individuals as patients and consumers and address chronic diseases affecting the older patients Possible activity areas : cost effective preventive and treatment strategies, early diagnosis, detection and screening; personalised medicine and care, clinical trials, own health management and monitoring Work area 2 focus on social and health care systems Possible activity areas : integrated approach to delivery of care for the elderly (incl. continuum of care, home-based and self-care, e-health); EU wide cooperation on health technology assessment ( HTA ); trainings for health workforce serving the elderly (e.g. in geriatrics, gerontology) Work area 3 contribute to enabling the elderly to lead independent and active lives, and by developing innovative products, devices and services, improving competitiveness and growth of EU businesses Possible activity areas : European or global standards for better interoperability of innovative solutions for the elderly; public procurement (pre-commercial) schemes; real-uptake of innovation
