 Outline the City’s policies and procedures to provide public input  Specific process covered by CPP includes the Consolidated/Annual Action Plan, Amendments to the Plan, and Annual Performance Report (CAPER)  Changes in Federal Regulations added the development of Assessment of Fair Housing (AFH) study Amendment to the Citizen Participation Plan

 Rules require consistency with development of Consolidated Annual Action Plan  Ad to announce availability of AFH,  30-day public comment period,  Provide hard copy as requested, and  Require advertised public hearing – date and location of meeting, where document is available and where to send comments *Change to update contact information Amendment to the Citizen Participation Plan

 Federal Program that started in 1974 in order to provide funding for housing and community development.  The National Objectives of the Program are to: 1)Benefit low- and moderate-income persons (LMI) 2)Prevent or eliminate slum or blight 3)Address urgent community development needs (Emergency) CDBG Entitlement Program in General

* Local Decision on Programs & Projects to Fund CDBG Entitlement Program in General

Example Project/Programs that Beneficiary Must be LMI (National Objective)  Housing Related Activities  Public Services (Limited to 15% of Grant)  Economic Development  Infrastructure Improvement  (In Qualified Areas based on Census or benefits area 51% or greater LMI Area).  Planning/Administration for Program (limited to 20% of allocation) CDBG Entitlement Program - Background

 Completed 3.5 miles of Seminole Woods Multi-Use Path (1.5 miles pending construction, remainder under design) ($250,000 to complete project)  Provided 43 summer camp scholarships  Completed rehabilitation for 10 homes+ 10 pending construction (Summer ‘16) (Avg. $25,000/home + admin/monitoring) Accomplishments Community Development Programs
