Agenda The Paris Agreement EU’s climate and energy goals Renewables and transport decarbonisation

The Paris Agreement

Key elements of the Paris Agreement Legally binding, universal Agreement Long-term goal 5-year ambition cycle Transparency and accountability Support for developing countries

Timetable 2016 (April) : signing of Paris Agreement -Assessment -EU targets for 2030 reflect action needed to stay below 2 degrees 2018 global stocktake will assess need for further global action, based on past performance and new science By 2020 : -communicate or update existing INDC -submission of first mid-century emission reduction strategy

World emissions GtC02e excluding sinks and % change in emission intensity per unit of GDP

EU total GHG emissions trend

EU - Decoupling growth from emissions Source: European Commission based on data compiled by EEA

2030 framework for climate & energy New governance system + indicators -20 % Greenhouse Gas Emissions 20% Renewable Energy 20 % Energy Efficiency  - 40 % Greenhouse Gas Emissions 27 % Renewable Energy  27% * Energy Efficiency 10 % Interconnection 15 % Interconnection * To be reviewed by 2020, having in mind an EU level of 30%

The energy mix should change

Source: Directorate-General for Energy The Energy Union Where we want to go: Secure, sustainable, competitive, affordable energy for every European What this means: Energy security, solidarity and trust A fully integrated internal EU-wide energy market Energy efficiency as an energy source in its own right Transition to a low-carbon society Research, innovation and competiveness How we want to reach it: 11

Council Conclusions: transport sector "…it is important to reduce greenhouse gas emissions and risks related to fossil fuel dependency in the transport sector. …The European Council therefore invites the Commission to further examine instruments and measures for a comprehensive and technology neutral approach for the promotion of emissions reduction and energy efficiency in transport, for electric transportation and for renewable energy sources in transport also after 2020."

EU climate and energy proposals EU Effort Sharing Directive : GHG targets for MS Transport decarbonisation communication Energy efficiency Electricity market design Renewables (including biomass, biofuels) Integrated climate and energy governance

EU now uses 16% renewable energy Mtoe Source: Eurostat

Renewables policies help reduce technology cost Wind Solar

The next Renewable Energy Directive Achieve at least 27% RES at EU level Further integrate renewable electricity into the market Decarbonise heating and cooling Increase renewable energy use in the transport Empower consumers and remove administrative barriers

Conclusions The EU is focusing on delivery of its 2030 targets which are consistent with a 2 degrees pledge Paris means that by 2020 a further pledge may be needed The Commission is working on a strategy for transport decarbonisation Review of the Renewable Energy Directive due end of 2016 should cover transport fuels
