Getting to Open Space

RELOCATION OF STRUCTURE The primary purpose of this option is to relocate structurally sound homes out of flood hazard areas. This option is particularly desirable for preserving historic properties.

RELOCATION OF STRUCTURE Advantages  Structure is preserved  Landfilling of demolition waste is avoided  Structure could be used for affordable housing or other public purposes  Structure could be sold and funds used to reduce project costs  Effect on tax base is minimized  Demolition costs are saved Disadvantages  High costs ♦Structure must be in sound condition

DECONSTRUCTION Deconstruction is the strategic disassembly of a structure (construction in reverse) in order to retrieve all or portions of salvageable materials, such as floors, frame, roof, and foundation for recycling/reuse.

DECONSTRUCTION Advantages  Building materials are recycled  Landfilling of demolition waste is significantly reduced  Demolition and landfill costs are saved  Large-scale deconstruction projects (which require many workers) offer opportunities for job training and welfare- to-work programs Disadvantages  Limited demand for recycled building materials  Labor intensive, slow process  Materials and construction techniques used in structures built after 1950 are not ideal for deconstruction  Requires specialized worker training  Materials may be unusable due to floodwater contamination

STRIPPING OF SALVAGEABLE MATERIALS The removal of nonstructural materials from a structure for recycling or reuse to promote the sustainable use of building materials. Materials targeted for stripping include: hardwood floors; cabinets; plumbing and electrical fixtures; appliances; doors; windows; mantelpieces; basins; vanities; and architectural items.

STRIPPING OF SALVAGEABLE MATERIALS Advantages ♦Reduction in volume of materials landfilled ♦Salvaged materials can be used to support housing and community development projects ♦Save landfill costs Disadvantages  Demolition and landfilling of waste is still necessary  Local non-profit organizations may not have the capacity to strip-out materials  Limited demand for salvaged materials  Untimely use of this option may increase vandalism or liability

PUBLIC SAFETY TRAINING BEFORE DEMOLITION The use of a structure to provide training to local public safety personnel before the structure is demolished

PUBLIC SAFETY TRAINING BEFORE DEMOLITION Advantages  Provide training opportunities for firefighters, law enforcement and other public safety personnel  Reduce landfill costs and wastes Disadvantages ♦Possible opposition from neighbors ♦Untimely use of this option may increase vandalism or liability ♦Could create problems from airborne pollutants or water pollution

DEMOLITION The complete destruction and bulldozing of a structure. The building materials and contents are then landfilled

DEMOLITION Advantages ♦Quickest way to open space ♦Requires the least effort Disadvantages  Missed opportunity to maximize public benefits  High costs of demolition and landfill  Salvageable materials are landfilled  Creates noise and dust problems
