Globalization. Innovation. Graduation. The Union County Administration, Facilities Committee and Board of Education have developed 3 Focus Points: STABILITY – Keeping students in their current schools/cluster EQUITY – Providing capital improvements/repairs to schools MOBILE CLASSROOMS – Removing mobile classrooms where long-term capacity forecasts project the need for brick & mortar classrooms and utilizing MCRs for capacity spikes BACKGROUND – “WHAT DO WE WANT TO SOLVE?”

The Community Construction Equity Plan or “CCEP” is a bifurcated plan: 8-year Capital Construction Plan funded by the County on an annual basis 6-year Major Projects Plan which is included in the Board of Education’s Bond Resolution The 6-year Major Projects Plan address our 3 Focus Points: 27 of the 53 schools will receive additions/renovations 496 total net new Brick & Mortar seats built where growth projections require (3,398 before MCR seats accounted for) 123 total Mobile Classrooms removed / 2,902 total Mobile Classroom seats removed NOTE: This plan has been updated based on McKibben Demographic Forecast Study SCOPE – “WHAT IS OUR PLAN?”

Globalization. Innovation. Graduation. The 6-Year Major Projects Construction Plan is budgeted at $227,462,322 (this is $3.5MM below the original resolution due to the allocation of BHESA into the annual plan) SCOPE – “WHAT DOES IT COST?”

The Board of Education, in consultation with Dr. Jerome McKibben, believe that the Community Construction Equity Major Projects Plan is a solid plan utilizing the best data available that effectively addresses our 3 Focus Points – Stability, Equity and MCRs – in a timely manner. Per Dr. McKibben – “The longer you allow things to sit, the more the problems multiply.” Finally, with 2016 being a Presidential Election, turnout in Union County is expected to be over 75%. A bond in 2016 would not be a forgotten item in an off cycle election, but would truly be based on the voice of the people. RATIONALE – “WHY A BOND IN 2016?”

This Hybrid Concept would not only bring a much needed new High School facility to the Sun Valley community, it would bring a new level of Career & Technical Education to ALL the students of Union County Public Schools 9 Academies offering over 30 CTE specialties Partnerships/Apprenticeships with Union County Businesses – a feeder program of career ready graduates The cost to build these 2 facilities separately would be $135,444,960 The cost to just renovate a 56 year old facility (SVHS) would be $24,364,734 (and that does not take into account future renovations) The cost to build a hybrid facility, taking advantage of shared common areas, is $102,331,425 This does not take into account the ~$15MM from the property sell-off at the current SVHS SUN VALLEY/ATC HYBRID – NEW FACILITY
