Integrated Education and Training Presented by: Allison Pickering Sponsor: California Adult Literacy Professional Development Project (CALPRO) CCAE State Conference, April 2016

Today’s Objective  Define IET and explore its relevance in today’s educational environment  Briefly explore four IET models  Explore examples of CALPRO’s in-person and on- line Community of Practice (COP) offerings 2CCAE State Conference April 2016

What is Integrated Education & Training? IET is an education model that combines occupational skills training with adult education services to increase the educational and career advancement of participants. U.S. Department of Education Office of Vocational and Adult Education 3CCAE State Conference April 2016 Part 1

CCAE State Conference April What kind of adult education services are they referring to? ~ Basic skills education

So, Definitions. Basic skills (the adult ed services) are foundation skills in reading, writing, mathematics, and English as a second language, as well as learning skills and study skills, which are necessary for students to succeed in college-level work. 5CCAE State Conference April 2016

Definitions, continued CCAE State Conference April Occupational skills training is designed to provide individuals with the technical skills and information required to perform a specific job or group of jobs, provided through individual or group classroom training, on-the-job training, or apprenticeships.

Contextualized Learning 7 Academic education can therefore be introduced in relevant context to their specific vocational pathway Ok, what is IET, really? CCAE State Conference April 2016

10 Language CCAE State Conference April 2016

Ok, what else is IET? 11 Basic Skills Education + Vocational Education Integrated at the same time… in the same classroom… CCAE State Conference April 2016

What have we covered so far? Questions? 12CCAE State Conference April 2016

IET Summary 13  Contextualized teaching  Shared classroom authority  Real-world application  Student as stakeholder in their own education  Shorter pathway to employment (or shorter pathway to higher education) CCAE State Conference April 2016

We have looked at the What of IET... but what about the... 14CCAE State Conference April 2016

15 Delivering Innovation Economy Skills While Using Public Funds Wisely Center for American Progress, March 2011 In the global innovation economy workers need an minimum of one year of post- secondary education combined with experience and creativity The new frontier of effective worker education lies in combining classroom and workplace education to produce a hybrid of technical knowledge and hands-on skills. CCAE State Conference April 2016

16 Delivering Innovation Economy Skills While Using Public Funds Wisely Center for American Progress, March 2011 We need to connect the dots among (the various education and training providers) to ensure quality education and good use of public and private investment CCAE State Conference April 2016

17 The Future of Middle Skill Jobs Brookings Institute Center on Children and Families Feb 2009 Definition: Middle skill jobs require some education and training beyond high school, but less than a college degree. Examples: construction, engineering technicians, healthcare support (dental hygienists, radiologic technicians, PT assistants) paralegals, detectives, manufacturing (machinists, welders, first line supervisors) CCAE State Conference April 2016

The Future of Middle Skill Jobs 18 Half of all jobs (2006) Demand will remain quite robust relative to supply Meeting demand will require investment in education and training. Livable wages CCAE State Conference April 2016

The Future of Middle Skill Jobs, update Straight From High School to a Career NY Times 4/15/ More than 600,000 jobs remain open in the manufacturing sector alone due to a dearth of qualified workers These jobs provide a middle class wage without a 4 year degree Voc ed is being reinvigorated as CTE with mixed success CCAE State Conference April 2016

National Council for Adult Learning Adult Education Facts That Demand Priority Attention 12/05/2015. Data taken from PIAAC 2012, 2014  36 million year old Americans score well below average in reading, math, and problem solving  Millions more need skills upgrades 20 However... National Council for Adult Learning Adult Education Facts That Demand Priority Attention 12/05/2015. Data taken from PIAAC 2012, 2014  67% 67! Of Americans have lowest skill levels in problem solving in technology rich environments  US has highest inequality among industrialized nations. Black and Latinos are 3-4X more likely to be low skilled; adults from families with low education 10x more likely to be under skilled 21 However... CCAE State Conference April 2016

Why IET? 22 Without IET it takes YEARS for basic skills deficient people to attain the education and skills to move into middle skills jobs. Few will persist. CCAE State Conference April 2016

Why IET? – because we need it! CCAE State Conference April 2016

24  Broadens the focus of adult education to include transition to postsecondary education and employment  Reflects the changing needs of the nation’s workforce and the goals of its workers  Amends the stated statutory purpose of adult education and subtly modifies the definitions of key terms to reflect this new emphasis WIOA Why IET? CCAE State Conference April 2016

25 The law is also explicit that Title II funds may be used for adult education activities that “help eligible individuals transition to postsecondary education and training or employment, or for concurrent enrollment activities,” so long as other Title II eligibility and requirements are met. WIOA Why IET? CCAE State Conference April 2016

26  Defines and encourages the use of new models, such as integrated education and training and workforce preparation activities.  IET has been shown to help adult learners obtain college credits and achieve basic skill gains more quickly than when they are enrolled in traditional adult education programs. WIOA Why IET? CCAE State Conference April 2016

27  Section 225 = corrections  Section 231 = AEFLA, EL Civics is considered an activity  Section 243 = IET, EL Civics is considered a program. Pay points will probably be higher; may get paid for specific outcomes WIOA Why IET? CCAE State Conference April 2016

Farther, Faster clasp.org Career pathway bridges are designed to meet the needs of lower skilled adults and youth Efficacy?  2010 study I-Best students 56% more likely to earn college credit  26% more likely to earn a certificate or a degree.  19% more likely to show improvement on basic skills assessments CCAE State Conference April 2016

Why We Need IET CCAE State Conference April 2016

Four IET Models 30 Part 2 CCAE State Conference April 2016

 I-Best  Alternating Teachers  VESL / VABE Specific classes  Cluster VABE / VESL The Four IET Models 31CCAE State Conference April 2016

I-BEST theory pairs two instructors in the same classroom at the same time. Introduces basic academic skills to students in context to the vocational pathway the student has chosen. Provides opportunities for the students to access and improve their soft skills 32 I-BEST: Theory and Goals Integrated Basic Education & Skills Training CCAE State Conference April 2016

Alternating Teachers Basic skills class (ESL or ABE/ASE) with a basic skills instructor Technical skills class with a technical skills instructor CCAE State Conference April 2016

VESL / VABE-Specific Classes  Students prepare to work in a specific field  Entire class focuses on targeted content  Uses sheltered English in VESL classes CCAE State Conference April 2016

Cluster VESL / VABE Classes 35  Greater variety of student goals in a single class  All students are together and class has a general workplace focus  Use general ABE / ESL methods  Students break off into groups based on their career fields  Use vocationally specific materials CCAE State Conference April 2016

4 Model Case Studies 1.Sit in groups and choose a leader, recorder and timekeeper 2.Read your assigned case study. 3.With your partners, answer these questions: 1.Does your program have a model like this? How is it going? 2.If not, do you think it would work for your program? 3.Did you see anything surprising? Or that could be improved? 4.Report back to whole group.
