The profession of nurses in Montenegro University of Montenegro, according to the law, license and accreditation, provides the following types of diplomas: a)diploma of the undergraduate applied studies – after completion of three-year study programme, i.e. 180 ECTS credits; b)diploma of the undergraduate academic studies – after completion of study programme which lasts at least three years, i.e. at least 180 ECTS credits, i.e. number of credits of the enrolled study programme; c)diploma of the specialistic studies – after completion of study programme lasting up to one year, i.e. up to 60 ECTS credits;( applied and academic) d)diploma of the applied postgraduate studies – after completion of study programme lasting up to two years, i.e. up to 120 ECTS credits; title of Master of applied science e)diploma of the academic title of Master of science – after completion of study programme lasting up to two years, which together with the programme of academic undergraduate studies lasts at least five years, i.e. at least 300 ECTS credits total; f)diploma of the academic title of PhD – after completion of study programme lasting three years, i.e. 180 ECTS credits. Specialization in area of medicine sciences are organized according to the special Law.

Basic nursing education in Montenegro Nursing education in Montenegro starting with the first school of nursing founded 1946 in Cetinje(capital town of Montenegro) for assistant nurses and expanding all over the country the following years. At present in Montenegro there are 6 secondary medical schools(with about 2500 pupils) (e.y. 300 finished) 1 High Medical School(Bachelor degree) as applied programme in frame of Medical faculty(with 220 students)

Basic nursing education in Montenegro The number of nurses employed in Montenegro is about 3600.(Total-about 4500) 90% holding a secondary school qualification the rest are postsecondary school qualification: -5-6% higher level (with diploma –higher medical nurse-medical technician-about ) -2-3% high level (Bachelor degree-about 70-90)

Basic nursing education in Montenegro However, Article 31 for the training of nurses responsible for general care of Directive 2005/36/EC provides for one level nurse and nursing education should include the minimum standards as they are described in Article 31, regardless of level of professionals.

Secondary school nursing education Condition for admission and outline of training Enrolment criteria in secondary nursing school are prescribed in Ministry of Education and Sport and include: 9 years of competition of primary school education, health certificate and certificate of Montenegrin citizenship. Student begin this type, of training at the age of 15, after 9 years of general education this program does not meet the 10 year requirement for general education of Article 31. of the Directive.( Admission to trying for nurses responsible for general care shall be contingent upon completion of general education of 10 years)

Secondary school nursing education Condition for admission and outline of training Training lasts for 4 years Curriculum contains : - In first two years subjects of general education like Montenegrin and other languages according Constitution of Montenegro, foreign language, Latin, mathematics, history, geography, physical education and others. - during the last two years several nursing subjects are introduced as well as psychology, clinical medicine, pathology and others.

Secondary school nursing education Condition for admission and outline of training The curriculum also contains practical training under supervision in hospital during the summer. Training is organized in a theoretical element in school classrooms, in school laboratories and it is also consists of practical component.

High level Nursing Education Condition for admission and outline of training: Student can be admitted to these programmes after complete a secondary school of nursing education or grammar school. The obtained title is Bachelor nurse. In general term the content of the curriculum is in accordance with the subject of the training programme presented in Directive 2005/38EC but not in amount of hours for training. Some subjects are very general and they do not seem to focus on nursing.

The organization of training courses The curriculum for the secondary level studies is approved by the Ministry of Education and sport and is compulsory in all school. For the high level, the curriculum is approved by Faculty’s Teaching Council, Senate and Managing Board of University and National High Education Council at The Government of Montenegro.

Level of qualification of the supervisors of clinical training In secondary level the theoretical part is taught by medical doctors and nurse graduate of the higher level of education who have been educated in the teaching methodology. In the clinical area, students are supervised by mentors who are also nurse graduate of the higher level of education but who are not specialized in the area of practice.

Level of qualification of the supervisors of clinical training In high level of education the theoretical part is taught by professors of medical faculty and by and nurse graduate of the higher level of education who have been educated in the teaching methodology.. In the clinical area, students are supervised by mentors who are medical doctors and also nurse graduate of the higher level of education but who are not specialized in the area of practice.

Method of training courses Students have final written or oral exam on each subject and continuous of practical work.. Students of high education level are also asked to present thesis(Diploma work). Student also need to pass state final exams required by the Professional body as a requirement for registration. Qualification obtained at the completion of training: *nurse-medical technician *High nurse-Bachelor degree

Post-graduate specialization training There is no post-graduate specialization training system in a hospital based training by system or any other system. However, there a plans to start this kind of specialization in area like child care, care of patients in ICU, care of psychiatric patients, care of surgical patients, care of pediatric surgical patients, care of oncology patients, operating nurses and others.

Internship period The internship is work under supervision by which health care worker is trained for independent work within his/her profession. The internship is undertaken after the completion of the nursing studies of both levels. This period lasts for a one year for high level and 6 month for secondary level and it is placed in several clinical areas and primary health care settings.

Continuing education According to the Nursing Act and few more documents nurses in Montenegro need conduct continue education. It is organized in form of professional gathering (congresses, symposium and conference), seminars, conventions, courses, study tour with mentors, publications(a technical article in a magazine, authors papers, coauthors papers, chapter bin book) in the area of nursing profession.

Conclusions:Overall assessment The education of the nurses at the lover level, does not meet the requirements of Directive 2005/36/EC for the nurses responsible for the general care. Nurses graduated from this type of education need to upgrade their knowledge and skill up to the minimum level that is required by the European Directives.

Conclusions:Overall assessment The education of nurses at the high level presents limitations as regards the content of the theoretical part of education and especially as regard total number of hours requirement

Recommendation: The secondary level education of nurses cannot be considered as “nurses”. In case that Ministry of Education and sport insists to keep this level, they need to consider the ratio of “qualified nurses”(not secondary level ) to hospital beds. To develop of high level of education so as to reach the minimum standards required by the Directive 2005/36/EC for the nurses responsible for the general care.

Main Conclusion That is reason why we applied for this Tempus project, and we are very content because we got it, because we would like upgrade our program of nursing a with help of EU partners and other partners from Western Balkan countries which participate in this project.
