About Your Presenter More than 25 years with the NM Corrections Department. Retired as deputy director. Pioneering work on offender tracking. Has owned consulting company for 10 years. Have been an SME for many NIJ projects.

JTIC: Roles and Responsibilities Roles Serves as the communications hub of the NLECTC System. Operates NIJ’s voluntary compliance testing programs. Primary Responsibilities Conducts equipment testing programs and disseminates results. Serves as central call center and initial point of entry to NLECTC System. Central dissemination point (print, Web) for NLECTC System; operates NLECTC System website (JUSTNET) and online collaboration tools. Development and design of communications products (graphics, publications, websites, marketing strategy) for NLECTC System. Coordination of technology needs and requirements process.

Offender Tracking Standard

Background of Standard (To be released later this year) A priority of the NIJ Community Corrections TWG. First meeting of Special Technical Committee on Oct. 21, Committee consisted of practitioners and technical experts. Objective: to create minimum performance standards, test methods and a certification process.

Highlights of the Standard Accuracy in indoor and outdoor conditions. Battery life in typical use conditions. Circumvention detection. Software requirements. Defines many previously ambiguous terms.

Record Transfer Service Specification

What Is It? A Global Reference Architecture (GRA) Service Specification Package (SSP). Allows for Offender Tracking Data to migrate from one platform to another.

When Would It Be Helpful? When an agency changes offender tracking vendors. Interstate transfers of tracked offenders. To pave the way for a regional or national repository for offender location points for analysis and crime scene correlation.

How Can We Use It? Now Published at Record-Transfer-Service-Specification-- Version Record-Transfer-Service-Specification-- Version-1-0 Ask vendors if they can comply when bidding.

New Technology

Cordless Charging Options Charging Collars –A “collar” is charged and then placed on the tracking device. –The energy is transferred to the device battery. Swappable Batteries –Two sets of batteries given to offender. –While one is in use, the other is charging. –Involves offender participation.

New Location Techniques Using Wi-Fi nodes. Using additional global navigational satellite systems: Glonass, Compass & Galileo Cellular trilateration.

Smartphone Technology Can be used to periodically check locations. Not full-time tracking. Many other uses. –Attendance reminders. –Medication reminders/notifications. –Positive reinforcement tool. –Can connect offender with resources.

Tracking Analytics Using advanced software to review mountains of data. Offender associations. Common locations for multiple offenders. Crime scene correlation. Pattern of life offers potential prediction of supervision outcomes.
