MV Solid Waste Management Currently, Metro Vancouver is responsible for disposal of over 1,000,000 tonnes of garbage each year Existing Disposal Facilities: –Waste-to-Energy Facility: 280,000 tpy –Vancouver Landfill: 520,000 tpy –Cache Creek Landfill: 200,000 tpy Anticipating the closure of Cache Creek landfill, Metro Vancouver began planning for long-term solid waste management

4 Integrated Solid Waste & Resource Management Plan Overriding principle of the ISWRMP is the avoidance of waste through an aggressive waste reduction campaign. –Submitted 2010 –Approved with conditions 2011 –Implementation underway 10% per capita waste reduction by 2020 Increase regional diversion rate to a minimum of: –70% by 2015 –80% by 2020

ISWRMP Goal 1: Minimize Waste Generation Expanded communications to reduce waste International engagement promoting cradle-to-cradle manufacturing Convene a national roundtable to develop a National Zero Waste Council

ISWRMP Goal 2: Maximize Reuse, Recycling, and Material Recovery Packaging and Printed Paper Extended Producer Responsibility (EPR) New Disposal Bans (MF/ICI Organics, Wood) Mandatory recycling Eco-centres business model Address waste flow changes

ISWRMP Goal 3: Recover Energy Continue use of the existing WTE facility in Burnaby Increase WTE capacity in the region up to 500,000 t/year additional capacity* Maximize energy recovery through district heat and electricity Scale WTE capacity so that total capacity does not exceed minimum waste flow projection Recover metals and ash for beneficial use *As per ISWRMP, now reduced to 370,000 tpy

Metro Vancouver’s Waste-to-Energy Facility Located in Burnaby Operating since 1988 Metro Vancouver owned Privately operated & maintained Lowest cost disposal facility Generates 180 GW-hr of electricity; enough to power 16,000 homes

New WTE Procurement Additional Capacity Required: 370,000 t/yr Goals:  Maximize competition  Determine technology and location (in or out of region) through competitive process  Ensure transparency, meaningful consultation and engagement  Maximize environmental, financial and social benefits

Potential Site Identification – Communal Sites Up to five sites –Inside or outside of the Metro Vancouver Region –Useable area > 3ha –Available by July 1, 2015 –Preference is for Option to Purchase, will consider Option to lease for minimum lease term of 60 yrs Number and location of preferred proponents (sites) will depend on number and location of Exclusive sites secured by Qualified Technology Respondents

Potential Site Identification – Exclusive Sites All 10 QTR able to submit one or more exclusive sites, in or out of the region Must submit the same information required for communal site submission Must meet the same minimum requirements Not evaluated at this stage of procurement Evaluated on an equal footing with communal sites in subsequent stages of procurement

1-2-3 Report Should Metro Vancouver build one large, or two or three smaller, WTE facilities? –Economies of scale mean one large facility would have lower unit costs –Transportation efficiencies may result in cost savings for multiple facilities –District energy potential would likely be higher for multiple smaller facilities –BC Hydro’s Standing Offer Program only applies to facilities <15 MW Analysis being performed by Consulting Support team Will report to Zero Waste Committee (ZWC) with recommendation
