Schedule for Far Site Facility 1/22/2015McCluskey |Challenges to get LBNF ready for FD Install3 DOE supportive of aggressive Far Site schedule! Remarkable opportunity to complete large elements with high risk early and to get detector constructed ASAP.

Conventional Facilities Design Status Preliminary design started last week with A/E consultant. 30% level to be complete in March, 90% in September. Other studies already underway include ground (rock) movements, maximum cavern span, upright cylinder option, Geotechnical Interpretive Report (GIR). Design based on 2-cavern reference design – need collaboration confirmation of this staged approach very soon. Cryostat Design & Configuration Reference design of rock-supported cryostat is at early preliminary design level –Not advanced by LBNE further at this point due to need to engage cryostat vendor for design, and fiscal responsibility for the vendor not yet settled –Risk review of rock-supported design approach will be reviewed in meeting at BNL 2-4 February with former LBNO & LBNE engineers, as well as CERN engineers. –Also under consideration is steel as an alternate structural support material. Goal is to make a “generic” cryostat design suitable for either one or two-phase detector. Partners for LBNF Cryo Work An LBNE team has been developing cryostat and cryogenic systems designs for an installation at SURF that provide a basis for a reference design. CERN and Fermilab are providing “neutrino platforms” for the Fermilab SBN program and R&D for ELBNF. 2015 DOE Reviews necessary for moving forward DOE project management process requires agency approvals at stages defined in a DOE directive order 413.3b.DOE directive order 413.3b 1/22/2015McCluskey |Challenges to get LBNF ready for FD Install8 LBNE Project achieved CD-1 in Dec 2012 – DOE has asked for a ‘refresh’ of this review to establish the project(s) scope, cost, schedule. Different parts of LBNF and ELBNF will go through approval reviews at different times for at least the DOE portion of the projects.

“CD-1 Refresh” Review for whole LBNF + ELBNF Enterprise CD-1 refresh review is to document the overall (big-picture) scope, cost and schedule range, and management of the 2 projects and get funding agency concurrence before moving forward. This is required to support the U.S. budgeting process. The CD-1 refresh will require (at least) these documents and maybe separate documents for each project: New / updated CDR and other technical documents incorporating designs and alternatives from all (E)LBNF partners. New / updated cost and schedule estimates. Iterating on the cost/schedule to match a to-be-provided DOE funding profile and expectations of funding from other agencies when that information is available. New / updated management plans and related documents (see what LBNE CD-1 documents were here).here Updated regulatory documents for the US part of the projects. “CD-1 Refresh” Review – more requirements To meet the requirements of a “CD-1 refresh” we need: Understanding of the governance of the Fermilab-hosted international LBNF and ELBNF projects Understanding what a “CD-1” review means for projects that are becoming fully international Definition of the scope and responsibilities of the ELBNF and LBNF projects, and the relationship and interfaces between them Formation of the ELBNF collaboration and project management team (Re-)definition of the LBNF project team, incorporating international partners Strategy for phasing the Far Detector and other ‘steps’ of the project to match available funding. CD-2a/3a Review (two reviews done simultaneously) CD-2a is the baselining of the scope, cost, and schedule for the DOE portion of the Far Site Facilities (conventional + maybe cryo). CD-3a gives DOE approval to start construction. These reviews provide input to the DOE budgeting process. The CD-2a/3a review for the far site facilities will require (at least): Complete preliminary design for the LBNF conventional facilities at SURF with their tie and alignment to the science & technical requirements from the eventual user Preliminary Design Report and independent Preliminary Design Review Cost and schedule estimates correlated to this design. Decision as to whether this review also covers the cryostat and cryogenic systems –If so, then must understand of how to review a subproject in which the DOE is a minority player. –Need to demonstrate non-DOE funding agency commitment in some way McCluskey |Challenges to get LBNF ready for FD Install121/22/2015

CD-2a/3a Review – more requirements More things needed for CD2a/3a review: Final DOE National Environmental Policy Act determination – U.S. regulatory process already underway that covers the entire enterprise. Independent Cost Estimate by DOE/Acquisition & Project Management office Understanding of SURF lease agreement, coordination with SURF, and large construction contract acquisition plan for far site facilities Demonstration of earned value management per DOE process for this part of the project. “Steps” and iterating on the DOE-provided funding profile When the projected funding available from DOE and other partners is known, matching the timing of the work to science priorities and funding will require serious discussion. Working underground at SURF DOE will lease the space from SDSTA for LBNF construction & ELBNF installation/operation. SDSTA*/SURF will continue to control the shaft and common areas as owner, to coordinate and service multiple experiments safely. Underground occupancy –Dependent on ability to house and evacuate personnel underground in emergency –Presently limited to 72 personnel at 4850L which is limited by refuge chamber space underground and shaft cage size & hoist speed –SURF working to increase refuge chamber size and work is ongoing on shafts –Suggest discussions with existing collaborations (LUX, MAJORANA) and SURF Science Director Jaret Heise to understand this better from a science perspective. Summary DOE funding would provide an opportunity to construct facilities at SURF to enable detector installation as early as possible. To take advantage of this opportunity, DOE reviews are required in Getting collaboration leadership established to take ownership of work needed for the reviews in a timely manner is critical. Important strategic and configuration input will be needed from the collaboration soon.
