OEA Mission Statement OEA, in coordination with the other resources of the Federal Government, will assist states and communities to: Plan and carry out local adjustment strategies; Engage the private sector in ventures to plan and undertake economic development and base redevelopment; and Work with the Military Departments in support of DoD’s missions. Typically applied in situations of: Base closures or realignments Base expansions DoD personnel reductions Contract reductions (defense industry) Instances where the civilian encroachment upon a military installation is likely to impair continued operational utility of the installation 6

OEA Mission Change Over Time Historically resourced to support community organization and planning efforts pursuant to 10 U.S.C OEA has been directed to carry out special programs where resources have not been provided to other Federal programs Other Federal agencies are hollowed-out with regard to their capacity to respond to Defense-impacted communities, thus increasing OEA’s responsibilities OEA’s program has become a model for other Federal interagency responses to economic dislocations 7

Core Program: Base Realignment & Closure (BRAC) Pursuant to 10 U.S.C. 2391, P.L and , OEA assists state and local governments in planning community adjustments “required by proposed or actual establishment, realignment, or closure of a military installation” in conformance with DoD M (BRRM) and 32 CFR First responder and primary resource for assisting state and local governments that are impacted by BRAC downsizing and growth actions (BRAC 1988/1991/1993/1995/2005), comprising OEA’s most dominant core mission Coaches communities through the BRAC process, reducing property transfer delay risk to the MILDEPs, and minimizing protection and maintenance of the property On behalf of the SecDef: recognizes local redevelopment authorities; reviews economic development conveyance applications; coordinates with GSA on delegation of transfer authority; and serves as a liaison to other Federal agencies involved in the provision of assistance to communities 8

Pursuant to 10 U.S.C. 2391, OEA assists state and local governments in planning community adjustments “if the Secretary determines the encroachment of the civilian community is likely to impair the continued operational utility of the military installation” Provide technical and financial assistance to state & local governments to undertake a Joint Land Use Study (JLUS) and carry out strategies & recommendations promoting compatible civilian development Initiated upon a Military Department nomination Military Dept technical data describing missions/operations supports the study process Serves as comprehensive strategic plan with specific implementation actions to address and prevent incompatible civilian development that could impair the operational utility of military missions or impact available resources, i.e. air, land, water, and electromagnetic spectrum JLUS process is a cooperative effort between the Military and jurisdictions surrounding installations, ranges and/or military training corridors promotes open, continuous dialogue between the surrounding jurisdictions, and states OEA Core Program: Compatible Use 9

OEA Core Program: Community Investment Public Schools Located on Military Installations There are more than 140 schools located on CONUS military installations, owned and operated by local public school districts, which provide elementary and secondary education for the children of warfighters, and employ warfighter spouses, e.g., teachers, administrators, etc. Due to local funding constraints, some of these schools suffer overcrowding or disrepair resulting in subpar educational environments. OEA is implementing this program to address the most serious capacity and facility condition deficiencies at approximately 33 of these schools. All proposals are evaluated by a Federal Interagency Team that includes representatives of the Military Services, OUSD(P&R), OEA and the U.S. Department of Education. OEA’s construction grant implementation and monitoring activity for this program will extend beyond FY

11 OEA Core Program: Community Investment Transportation Infrastructure Improvements associated with Medical Facilities related to BRAC 2005 Recommendations. Program Authority - Section 8110, P.L OEA, using a competitive process, obligated funding for eight projects through grants to local and state governmental entities and Federal interagency reimbursable arrangements with the U.S. Department of Transportation. Congress authorized this program to address serious transportation issues affecting patient access to military medical facilities by warfighters and their family members, as well as medical staff. Eight projects affected: Walter Reed National Military Medical Center, Bethesda, MD; San Antonio National Military Medical Center, TX; Fort Belvoir Community Hospital, VA; and Madigan Army Medical Center, Joint Base Lewis-McChord, WA. OEA’s construction grant implementation and monitoring activity for this program will extend beyond FY 2017.

Pursuant to 10 U.S.C. 2391, OEA assists regions impacted by Defense budget and contract reductions Keyed by DoD contract cancellation or termination, or public announcement of major reduction in DoD spending OEA offers: Financial and technical assistance to help communities and states plan and carry out strategies to offset local economic impacts Single point of entry to other federal assistance programs. OEA acts as Federal coordinator and works to streamline information flow between communities and other Federal agencies Support allows each community to propose a plan tailored to their unique needs and can include: Assistance for small and medium-sized businesses Procurement assistance centers Development and support of industry clusters Export assistance Workforce development programs Business incubators Comprehensive strategies for integrating these actions Core Program: Defense Industry Adjustment (DIA) 12

Core Program: Intergovernmental Affairs 13 Coordinates intergovernmental actions to assist defense-impacted state and local governments. OEA provides the bridge between the Military Services, communities and domestic Federal agency programs Director, OEA, is the Executive Director of the Economic Adjustment Committee (comprised of 22 Federal Departments/Agencies with SecDef as Chair and Secretaries of Labor and Commerce as co-Vice Chairs). OEA provides staff support to the Committee Ensures efficient and coordinated use of Federal resources and avoiding duplication of efforts across Federal programs Coordinates publications and other public information (e.g., web- based Clearinghouse) for information regarding defense impacts, adjustment plans and related Federal assistance for affected state and local governments
