22 THE CHALLENGE TRANSPORTATION IS THE #1 ISSUE OF CONCERN FOR OUR CITIZENS OUR ROADS & INTERSECTIONS ARE INCREASINGLY FAILING OUR TRANSIT SYSTEM IS INADEQUATE WE ARE ALREADY THE #11 WORST FOR CONGESTION IN THE U.S. WE LACK TRANSPORTATION OPTIONS IT WILL GET EVEN WORSE
33 OUR CHOICE Continue to sit in traffic and do nothing about it; or, Support a fair, balanced, and community-driven transportation plan that will fix and maintain existing roads; relieve traffic flow and congestion, including intersection bottlenecks; build and widen roads; double transit service; and, make walking and biking safer.

55 Community Transportation Plan Employ a Plan and Funding Strategy that addresses congestion, bottlenecks and traffic flow, improves transit, and develops modernized streetcar Place a ½ Percent Local Option Transportation Sales tax referendum, limited to 30 year duration, on the November 2016 election ballot Target two-third/one-third split between roads and transit, allowing jurisdictional decisions
66 Community Transportation Plan County/cities allocation based on State sales tax distribution formula with addition of HART receiving 25% Hillsborough County must ensure new growth pays an increased and equitable share of its impact on transportation Consider establishment of dedicated maintenance fund program/process
77 Community Transportation Plan Working across jurisdictional boundaries and partner transportation agencies, the Cities and County should consider 10% of their ½ percent allocation towards: – City of Tampa: streetcar/premium service – Hillsborough County: BRT –Temple Terrace: BRT/Express Buses – Plant City: Express Buses/Circulator
88 Community Transportation Plan Conduct additional community engagement to solidify the 10-year project list Build trust, confidence, and accountability by creating processes that notify, inform, and update citizens on specific projects
