3   Definition of Traditional medicine of W.H.O “Traditional medicine is the sum total of the knowledge, skills, and practices based on the theories, beliefs, and experiences indigenous to different cultures, whether explicable or not, used in the maintenance of health as well as in the prevention, diagnosis, improvement or treatment of physical and mental illness.” TRADITIONAL MEDICINE

4   The terms are used: + Traditional Medicine. + CAM (Complementary and Alternative Medicine).   Scientific and comprehensive property: + Unified entity of Human being and the natural and social environment + Focusing on disease prevention + TM includes comprehensive specialities as MM.

8 .  Traditional Vietnamese Medicine (TVM) has a long history of thousands of years along with the process of productive labour and the struggle for setting and keeping up independence, TVM has become a part of Vietnamese culture. It focuses on the human culture and ethical issues in the prevention and treatment of diseases.   TVM has been recognized by WHO as a integrative system of Traditional Medicine : + Having the national policy on TM. + Providing health care services by TM and registerred TM products. + TM practice was admitted in public hospitals and private clinics.

11 INFORMATION TECHNOLOGY APPLICATION IN HEALTH CARE SYSTEM IN VIETNAM -Many developing countries including Vietnam are facing the application of information technology into the medical network. -Several concepts of medical network such as DICOM, HL7, CDA,… seem still vague for most of medical staffs.

17 INFORMATION TECHNOLOGY APPLICATION IN VIETNAM TM SYSTEM + System of Traditional Medicine Hospitals has gradually applied IT in management work, examination and treatment of diseases and diagnostic support. + IT application in hospitals however is at a start and simple. It has not been considered a matter of priority. -Investment for IT is still very low, lacking of independent IT projects until now. - Lack of overall IT design. - There has not been a comprehensive structure of health institution system.

18 - No software widely used in the field of Traditional Medicine, the integrated system of national medical database has not been developed. - The hospital management software was unprompted developed in different institutions. It was not follows a common standard, leading to be unable to connect with each other. - Lack of human resource of IT in both quantity and quality. - HIT application is limited while the telecommunication services extremely developed. The infrastructure has not meet the necessary demand.

19 - Information standard for HIT application in Traditional Medicine has not been completed. - The hospital management programs, online reporting forms and system of disease encode have not been set up. - Payment method of each case requires a detailed information system in hospitals, especially an accurate system of diseases encode..

20 Coordinate closely and effectively with Department of TM, Ministry of Health, Management Office of Examination and treatment, W.H.O, … to conduct the following activities: + Standardization of terminologies on TM. + To develop standard of acupuncture needles + To publish textbook of treatment by TM for medical staffs at grassroots level. + To compile handbook of researching and processing 50 essential herbs. The achievements of the National Hospital of Traditional Medicine

21  The software system of hospital management works stable and effective.  The application software helps the hospital to reduce the cumbersome administrative procedures.  The activities of the hospital (examination and treatment, training staffs, scientific research,…) were implemented professionally.  The software system of hospital management has contributed effectively to monitor and administer the information of patients as well financial management in the hospital.

22  To continue to complete, upgrade specialized software as well more equip the new ones so that they could satisfy the need of the hospital development timely.  To attach special importance to complete the software of analysing and producing herbal products.  To become a reliable location for manufacture, supply and analyse herbal products with high quality and reasonable cost. 24 CONCLUSION - HIT application in Traditional medicine is very necessary so that the health workers are able to exchange information in the the same system of reference. The standardization in TM however is still meet with difficulties in respect of language standardization and specialized terms. - The standard applied in TM need to be standardized soon in order to make the IT application become systematically, contribute to the modernization of Traditional Vietnamese Medicine whereas maintain the national characters.
