Infrastructure and Transport in Cambridge - Challenges and Opportunities Graham Hughes Executive Director: Economy, Transport & Environment Cambridgeshire County Council 3 rd October 2015

Challenges then… "We believe Cambridge is moving quickly towards a new phase of existence….. incomparably beautiful in many things, miserably defective in others, Cambridge is still one of the most pleasant places on earth in which to live…… "The question is whether it can control its own destiny in the face of a multitude of unplanned events that will certainly tend to change it…… When these changes come, can they be arranged to maintain and enhance the essential character and virtues of the town?……. "If the probability of rapid growth is the gravest problem in the planning of Cambridge, the most urgent is that of traffic“ The Holford Report 1948 The Holford Report, 1948

Challenges now….  Cambridge – compact, dynamic, worldwide renown  Population - 123,900(2011) to 150,000 in 2031  Estimated 33,585 homes & 44,000 jobs to 2031  Transport is still one of the biggest challenges ‘

 The problem is not the success of Cambridge but how to manage it  In terms of transport:  Limited space  Too many cars  Insufficient attractive alternatives  Incentive to use alternatives?  Combined, these lead to worsening conditions The problem

 We have, however, been successful in containing the problem  Traffic entering Cambridge stable  The central area is largely traffic free  Highest proportion of cyclists  Busway and bus patronage  We are now entering a new phase Successes to date

Traffic levels – 1996/2010

 Can achieve environmental and congestion improvements  Must address number of cars – growth or no growth  Carrot and stick essential  Need appropriate forms of transport  Focus on the visionary but possible  Revenue streams are vital  Growth is not a threat to this but the enabler The way forward
