Welcome to the Program Planning a breakout of the Unit Support Conference

It is the goal of the Pathway to Adventure Council to build and serve the healthiest and strongest units in the communities we serve

"Scouting's Journey to Excellence" is designed to set goals that encourage and reward success and measure performance and continuous improvement in key objectives in our units, districts and our council. It provides a road map, with benchmarks, to deliver the promises of the Scouting program and to operate at the most optimal level.

CITIZENSHIP Building lasting and impactful relationships through obligations to other people, society, and government. 6 Journey to Excellence: Program Planning PACK – During the year Bronze – 50% of Scouts advance 1 rank, Participate in 3 Outdoor activities, 33% of Scouts go camping or show improvement from prior year, enter 2 Service Projects in JTE, and have 8 pack meetings started by 10/31. Silver – 60% of Scouts advance 1 rank, Participate in 4 Outdoor activities, 50% -33% of Scouts go camping or show improvement from prior year, enter 3 Service Projects in JTE, Achieve Bronze plus Dens meet twice a month during school. Gold – 75% of Scouts advance 1 rank, Participate in 5 Outdoor activities, 75% -50% of Scouts go camping or show improvement from prior year, Achieve Silver plus 1 Service Project is conservation-oriented and earn the Summertime Pack Award.

7 Journey to Excellence: Program Planning TROOP- During the year Bronze – 40% of Scouts advanced 1 rank, 4 weekend campouts, Troop attends long term camp, enter 3 Service Projects in JTE, using patrol method and 4 PLC meetings. Silver – 50% of Scouts advanced 1 rank, 9 weekend campouts, 60% attends long term camp, enter 4 Service Projects in JTE, Achieve Bronze and 6 PLC meetings and has Patrol Leader Training. Gold – 60% of Scouts advanced 1 rank, 7 weekend campouts, 70% attends long term camp, enter 5 Service Projects in JTE, Achieve Silver and 10 PLC meetings, 1 Scout attends NYLT or OA Conference.

8 Journey to Excellence: Program Planning CREW – During the year Bronze – 4 activities: 1 a Tier II or Tier III activity, 4 Crew Officers, Youth earn the Venturing Award, enter 2 Service Projects in JTE. Silver – 5 activities: 50% of youth attend 1 a Tier II or Tier III activity, Achieve Bronze and officers meet 6 times and have training, and 3 training sessions, enter 3 Service Projects in JTE. Gold – 6 activities: 50% of youth attend 1 a Tier II or Tier III activity, Achieve Silver plus each activity has a youth leader and have members earning the Discovery, Pathfinder or Summit Awards, enter 4 Service Projects in JTE.

Annual Program Plan STEP 2 Discuss the process for completing the Annual Program before the meeting. Make sure that everyone involved in the process understands the role they have in the process. 10

Annual Program Plan STEP 3 Gather program information: PACKS – What outings and activities does the unit want and like to do. How do the activities relate to advancement. TROOPS – Patrols give camping and activity ideas to the Patrol Leader, they are presented at a Patrol Leader Council. VENTURING – Complete the Venturing Activity Interest Survey. 11

Annual Program Plan STEP 4 Have the Planning Meeting Bring the Calendars Bring the Activities, Camping, Service Projects, Fundraisers, Advancements and Journey to Excellence Bring Everyone that needs to attend 12

Annual Program Plan STEP 5 Compile the information Have a Finial Review before it goes to the Unit Committee for Approval. The Committee reviews the Annual Program Plan with the Budget 13

Annual Program Plan STEP 6 The Approved Program Plan Should be shared with all members of the Unit Events, Activities, or Fundraisers that may require promotion should be added to other calendars or shared with other units 14

15 Q: How different should our pack’s program look from one year to the next? A: Pack’s should definitely retain their most successful events from the year before, but a culture of sustained growth and high performance can only be achieved through innovation. This involves adding new activities that families will find fun and exciting. A good recommendation is for at least 25-30% of a pack’s activities to be new.

16 Q: When is the best time for my troop to conduct a Court of Honor? A: There is no right answer, but high-performing troops will generally hold a Court of Honor shortly after the school year begins, right before or right after Christmas break, just before the school year ends, and shortly after the troop returns from summer camp. Courts of Honor can also be held outdoors (weather permitting).

17 Q: Is our Venturing Crew restricted to certain types of activities? A: NO! While many Venturing Crews specialize in outdoor activities, the program is hobbies-based and is set up to incorporate a wide variety of interests youth members may have.
