Alternatives Development Process Public Scoping 2 Public Scoping Meetings Held in March, 2013 Scoping Comments Received YBFEPT Meeting Material Incorporated into Scoping Comments YBFEPT Review of Scoping Comments Develop Initial Alternatives Technical Teams Established Analytical Tools for Screening Initial Assumption Development Evaluation Criteria Identified Evaluate Alternatives Evaluation Criteria used to Screen Initial Alternatives Conceptual Design and Costs Developed for Remaining Alternatives Analytical Tools Applied Select Alternatives for EIS/EIR Alternatives Move Forward that Represent Trade-offs and a Range of Impacts We are here

Evaluation Criteria Represent federal planning criteria –Effectiveness: how well an alternative plan would alleviate problems and achieve opportunities –Completeness: whether the alternative plan would account for all investments or other actions necessary to realize the planned effects –Acceptability: the viability of a comprehensive plan with respect to acceptance by other Federal, State, and local entities and compatibility with existing laws –Efficiency: how well an alternative plan would deliver economic benefits relative to project costs Evaluation factors measure how well each alternative meets each criterion

Evaluation Factors: Effectiveness Increase inundation –Percent of fish entrained onto floodplain –Inundation area –Inundation duration –Inundation timing corresponds with fish presence Fish passage –Effective adult fish passage –Safe and timely juvenile fish passage

Evaluation Factors: Completeness Improvements to all four focus fish

Evaluation Factors: Acceptability Agricultural impacts –Frequency of inundation during agricultural production periods Waterfowl impacts –Inundation of recreational areas –Available foraging habitat –Food production Education impacts –Inundation of areas used for educational outreach Biological impacts –Impacts from construction –Impacts from operation Compatibility with other related efforts

Evaluation Factors: Efficiency Relative benefits and costs

Next Steps Alternatives Development Screen preliminary alternatives Develop conceptual designs and costs Identify operations Evaluate alternatives related to evaluation factors Select alternatives for evaluation in EIS/EIR Outreach Share preliminary alternatives: Dec 2013/Jan 2014 Share screening of preliminary alternatives: Winter 2014 Share draft EIS/EIR alternatives: Spring 2014
