Roofs and Moisture: Obstacles to Weatherization in Baltimore FY10

Proposals Streamline limited-income weatherization by contracting with Maryland Department of Housing & Community Development and implementing through local weatherization agencies (LWAs). Include an average of $3,000 per home in rehabilitation, or favorable financing for rehab work, to address barriers to weatherization.
Modeled Roof Repair Used National Energy Audit Tool (NEAT) Modeled severe roof problem: –Balloon frame house, 5,000 cubic feet per minute (CFM) air circulation, –No attic insulation; hole in roof and ceiling –Over-sized, poorly functioning furnace. Weatherization, high-efficiency furnace, & roof repair yields 1.5 savings-to-investment ratio (SIR).
Coordination Evaluating impact of home retrofits on energy bills. Explore relative impact of weatherization and in-home energy habits – possible pilot program. Explore synergies of coordinated energy, health, and community development efforts.
