LSCB Roles Members’ Pack Previous Presentations Working Together March 2010 – Core objectives ( co-ordinate and ensure effectiveness) – Scope (prevention for all, proactive for targeted, reactive for CP) – Functions ( policies/procedures in safeguarding, training, recruitment, private fostering, co-operation; communicating, planning, child deaths, and monitoring effectiveness, SCRs, Annual Report, evaluating)

LSCB Roles Levels of accountability and responsibility: Corporate ( for the LSCB and the Trust) Organisational ( for member’s own agency’s role and performance) Personal

Board Responsibilities Taking responsibility for performance and work of the Board “The individual members of the LSCB have a duty as members to contribute to the effective work of the LSCB, for example making the LSCB s’ assessment of performance as objective as possible, and in recommending or deciding upon necessary steps to put right any problems. This should take precedence, if necessary, over own role as a representative of their organisation.” Working Together March

Board Responsibilities Taking responsibility for performance and work of the Board Participate/ contribute to the work of the sub-groups Produce reports as required, including for SCRs Ensure all work is of a high standard Participate/contribute/facilitate regular audit Participate/contribute to safeguarding training Participate/contribute to performance management and monitoring Share responsibility for delivery of the business/annual plan Adhere to standards for members on attendance/performance

Organisational Responsibilities Taking responsibility for safeguarding performance and work of own agency Represent views of own agency and speak with authority Hold managers to account for safeguarding (Section 11) Disseminate information and consult within agency Ensure policies/procedures and staff are trained and compliant Promote awareness within agency Raise issues with the Board as appropriate from agency Monitor and report on safeguarding standards within agency

Personal Responsibilities Taking personal responsibility for performance and for safeguarding Maintain up-to-date knowledge of safeguarding issues, undertaking personal training as required. Ensure suitable delegates are available to Board Promote good practice within agency Model safeguarding being everyone’s responsibility Act as a safeguarding champion Respect shared information as confidential

LSCB Chair Primary purpose: ensure the LSCB operates effectively and exercises its functions as set out in The Children Act (2004) and relevant guidance; ensure the LSCB has the capacity to challenge and an independent voice; Ensure appropriate links are made to local arrangements for the protection of vulnerable adults.

In summary We are not a delivery organisation. Activity should be linked to functions of LSCB Each Board partner retains existing lines of accountability for safeguarding The Board is to “challenge and scrutinise effectively the work of the Children’s Trust Board and partners” (WT )
