Wellbeing Wellbeing is summed up in eight words that describe different aspects of what it means when things are going well for a child or young person – whether they are ‘safe’; ‘healthy’; ‘achieving’; ‘nurtured’; ‘active’; ‘respected’; ‘responsible’ and ‘included’. The words can be used to find out where a child’s strengths lie and also – if there are concerns – to see where some help or support might be needed. (Scottish Government)

The purpose of standard circular 57 is to direct all education staff to work in a multi-disciplinary context with children and their families. SC Protecting Children and Ensuring their Wellbeing

Role of Education staff The role of Education staff is to be alert to the need to act in the best interests of children and in co- operation with other key agencies to keep our children safe and well. SC57 3.2

Responsibilities of Education staff In delivering the council policy, the responsibilities of the authority, establishments, services and individual staff extend to: training; prevention; reporting a concern; inter-agency co-operation; and support SC57 3.3

Standard Circular 57 - Action Guidance

Grounds for concern Action guidance for all staff (Appendix 1) Step 1 Alert the head of establishment or manager to your concerns immediately Confirm your report in writing by completing Appendix 3 Record of concern Alert for Staff as soon as possible that same day; and Give your report to the head of establishment or manager immediately following completion. Step 2 Follow the guidance of the head of establishment or manager in supporting the child and cooperating with subsequent actions by social work and/or police.

Appendix 2 : Grounds for Concern: Action guidance for the head of an education establishment or service A head or manager identifies grounds for concern or a formal concern is reported to a head or manager on appendix 3. The head or manager gathers all available information. The head or manager assesses the risk to the child to the child, using this information and professional judgement; this may include a preliminary discussion with social work about a concern. If making NO referral to the social work department  record concern in pastoral notes and in chronology in confidential case file  consider using the EST framework  plan actions to support the child in collaboration with parents and carers  arrange review date and name of reviewer If making a Referral to the social work department phone duty senior social worker to discuss submission of referral Notification of Concerns About a Child to Social Work Services (appendix 4) complete and send referral (appendix 4) to social work department with a copy to education manager (GIRFEC)  send copy of referral (appendix 4) to school nurse (school establishments), health visitor (pre-5 establishments). clinical services manager (others)  if the child is known to be subject to a supervision requirement, send copy of referral (appendix 4) to SCRA, along with a completed Standard Letter for Notification to Reporter (appendix 7)  complete and send Notification of Outcome of Referral (Appendix 6) to education manager (GIRFEC)  record action taken in the electronic chronology in the confidential case file Within 5 working days  receive acknowledgement of referral from social work (appendix 4)  complete and send copy of Notification of Outcome of Referral to SW to education manager (GIRFEC) (appendix 6)
