 Feedback received during 2013 mid-contract site visits and 2014 RFI (request for information)  Feedback included:  Need more flexibility with staffing and allocating funds  Fewer contract restrictions, such as performance period for awards  Regional Medical Libraries (RMLs) are required to address too many topics and audiences  Need more coordination to reduce duplication and increase efficiency

 Funding mechanism, from contracts to cooperative agreement grants  Select services are coordinated nationally through National Network offices  Simplified RML services to three cores:  Administrative, Support Access to Biomedical and Health Information, Outreach & Education  Implementation of a National Network Steering Committee with an emphasis on improving:  Transparency, collaboration & partnerships, evaluation and outcomes  National Network Office to National Network Coordinating Office:  Work closely with the RMLs and National Network Offices in a coordinating role  Serve on National Network Steering Committee

ContractsCooperative Agreements (Grants) IDC (indirect costs, F&A or overhead) Some RMLs did not pay overhead on subawards. RMLs will pay overhead on subawards unless awardee waives overhead. Overhead for subawards is paid in accordance with the awardees’ non- research negotiated rates or 10%. Less restrictive with funding Contracts are for one year periods. Contracts have defined tasks lists and funding is restricted to support them. Cooperative agreements allow for requests to carry over. Ability to add supplements from NLM, NIH or other federal agencies.

ContractsCooperative Agreements (Grants) Types of subawards Contracts required RMLs to offer specific kinds of subawards (e.g., technology improvement, professional development, etc.) Cooperative agreements do not specify types of subawards, there is more flexibility. ReportingRequired to submit quarterly and annual reports. Only required to submit annual reports.

 5 Offices created to nationalize services. Each is autonomous from the RML and headed by a Project Lead:  NN/LM Web Services Office (NWSO), formerly Web Services & Technology Operations Center  NN/LM Evaluation Office (NEO), formerly Outreach Evaluation Resource Center  NN/LM Training Office (NTO), formerly NLM Training Center  NN/LM DOCLINE Coordination Office (NDCO) ( New! )  NN/LM Public Health Coordination Office (NPHCO) ( New! )

 In an effort to focus the services that RMLs are responsible for, the program is organized around three core areas and an emphasis to collaborate across RMLs and with the National Offices, and evaluation based on outcomes and metrics:  Administrative  Organizationally effective governance, communication, evaluation  Continue regional membership  Disaster buddy system  Support Access to Biomedical and Health Information  Strengthen and build Network to support access to biomedical and health information  Support sharing, curating, and annotating biomedical and ‘big data’  Outreach & Training  Develop, implement, and evaluate outreach and education programs with a focus on minority and other underserved populations and the health professionals who serve them

 Comprised of RML and Office leadership and NNCO Project Scientists  Charter and objectives will be defined throughout this first year  Intent is to improve transparency, encourage collaboration, develop new partnerships, and increase the focus on outcomes-based initiatives through additional evaluation  Re-envisioning what it means to be a national network of organizations that work together to advance the progress of medicine and public health through access to health information

 Resource libraries focus is primarily resource sharing  No plans for any changes to resource libraries  Outreach libraries are self-selected from existing resource libraries  Outreach libraries model will be assessed during Year 1 Resource Libraries Outreach Libraries 32 total 15 total

 Funding available:  Outreach to Health Professionals (1 award annually), up to $20,000  Outreach to Consumers (1 award annually), up to $10,000  Technology Awareness (2 awards annually), up to $5,000 each  Emergency Preparedness (1 award annually), up to $10,000  Professional Development (5 awards annually), up to $1,000 each  Two outreach awards in our proposal for Year 1  Funding agreements and call for proposals are delayed by the NNCO, coming soon!
