CHIETA, The Catalyst for Enhanced Skills, Economic Growth and Employability DEFINITIONS ‘PIVOTAL is an acronym’ which means professional, vocational, technical and academic learning programmes that result in qualifications or part qualifications on the National Qualifications Framework as contemplated in regulation 3(6) and (7) as read with regulation 6(11) to (15); ‘surplus’ means a favourable residual balance in the statement of financial performance for the financial year ending on 31 March less current liabilities and commitments to training of learners in programmes funded from discretionary funds; ‘commitments’ in this context mean that contractual obligations exist at the end of the financial year that will oblige the SETA to make a payment or payments in the ensuing year; a ‘contractual obligation’ means there is an agreement (written) with specific terms between a SETA and a third party whereby the third party undertakes to perform something in relation to a discretionary project for which a SETA will be obliged to make payment against the discretionary grant;

CHIETA, The Catalyst for Enhanced Skills, Economic Growth and Employability DEFINITIONS ‘structured workplace learning’ means the component of learning in an occupational qualification, an internship, or work placement for professional designation whereby a learner is mentored by a qualified, and where required, registered mentor in the application and integration of the knowledge and practical skills learnt, under supervision, in the actual context of a workplace in accordance with the prescripts set by the relevant qualification authority or professional body; ‘work integrated learning’ is an umbrella term to describe curricular, pedagogic and assessment practices, across a range of academic disciplines that integrate formal learning and workplace concerns, which culminates in a qualification or part qualification and can include practical's, professional practice, internships, workplace experience, industry-based learning, cooperative education, service learning, real work learning, placements, experiential learning, clinical placements; and

CHIETA, The Catalyst for Enhanced Skills, Economic Growth and Employability ATR-WSP Grant Analysis for all companies (meets “simplified for small companies” criteria) Report on ALL training, also DG allocations for 2012 PIVOTAL translated into – Adult Education & Training – Artisanships – Learnerships – Specific Study Fields non-PIVOTAL – Consider “planned”

Must have job title & mapping regardless of Employment Status ATR-WSP for Mandatory Grant Application also considered for Discretionary Grant allocation by submitting the source data, exported as PIVOTAL Training Plan with the ATR & WSP Reports 100% of companies participating in mandatory could participate in discretionary First Step toward allocation of funds, will also be other opportunities

Plan for Unemployed Lab Tech to be trained using DG PIVOTAL funding. The details of the learner is only required once the DG application is approved Plan for a welder to do a certificate in Excel, money for this training could come from the company’s Mandatory Grant funds Plan for a welder to qualify through a learnership programme, funded through DG funds obtained from the SETA if the application is approved Workshop cleaner did an ABET programme last year.

Section 5: Non-Employees: Planned Training for ATR – WSP Population

DG Grant Consideration All “Planned” learning considered. The biodata details of non-employees is only required if the SETA approves the specific application. DG Grant Feedback Sheet Approved – Non PIVTAL

CHIETA, The Catalyst for Enhanced Skills, Economic Growth and Employability ALLOCATION OF MANDATORY GRANTS Application for mandatory grants by the levy paying employer must be submitted to the CHIETA by 15 June 2013 as per source data approach. Extension will granted on condition that Step 1 of the WSP process has been completed by the levy paying employer. The extension is subject to approval by the ACEO of the CHIETA. CHIETA will conduct 10% sample (site visit) to validate the WSP data

CHIETA, The Catalyst for Enhanced Skills, Economic Growth and Employability Employer Participation Task 1Verification Document approved at CHIETA741 Task 2 WSP/ATR Source Data Spreadsheet Uploaded - WSP/ATR PDF Available for download (17 uploads still contains errors) 702 Task 3Sign-off WSP/ATR Received476 Task 4WSP/ATR evaluated0 Task 5aBanking Details Confirmed237 Task 5WSP/ATR approved0 Very good return rate, well done!!

CHIETA, The Catalyst for Enhanced Skills, Economic Growth and Employability Employer Participation Overall: went very well, people know system and interact well with it Planned training and Scarce Skills seems more detailed as last year Required lot less technical support than last year

CHIETA, The Catalyst for Enhanced Skills, Economic Growth and Employability Employer Participation OFO Mapping Do not use the Mandatory Grants Guide Perpetuate previous year’s inaccurate information Submitted no mapping, expecting IT Aware to do it – Companies still mapped their employees to Government Managers Special Forces Operators Two specific examples used in the road show – Some instances there were no relation between the OFO code and the Occupation Name or Specialisation – the error checker did not pick this up

CHIETA, The Catalyst for Enhanced Skills, Economic Growth and Employability Employer Participation System Interface Lack intermediate basic Excel & internet browsing skills Use system to buy extra time – no records were lost, wrong detail entered, making search for a specific company impossible L number checking worked well to ensure companies are registered with CHIETA, causing immense frustration in the registration process

CHIETA, The Catalyst for Enhanced Skills, Economic Growth and Employability Employer Participation Do not recognise the value of Source Data to maintain in- house data 3 rd year using similar template – still not maintaining learning data in some standard format using standard referencing for Highest Qualifications and Learning Programmes In-house data for learning kept in variety of formats, with no or little standard referencing Highest School qualification still not updated/recorded
