Federal Leadership in the Procurement of Green Power U.S. EPA Green Power Partnership Blaine Collison EPA Green Power Partnership Phone: (202) Federal Environmental Symposium Bethesda, MD May 4, 2006

Green Power Partnership Summary Green Power Partnership Goal Increase demand for green power & expand overall market Lower air pollution and greenhouse gases associated with electricity generation Over 600 Green Power Partners Since July 2001 Partners commit to purchase green power EPA provides procurement and communications assistance Partner Commitments of 5 Million MWh Includes large number of significant non-residential buyers Over 75% of Partners commitments are for new renewables

EPA’s Federal Green Power Partners U.S. Air Force……………………………………………….1,066,397 MWh U.S. EPA………………………………………………………….258,898 MWh U.S. Department of Energy………………………………..160,230 MWh U.S. GSA Region 2………………………………………………76,184 MWh U.S. Army / Fort Carson………………………………….……40,000 MWh U.S Navy Region South………………………………………..21,376 MWh U.S. GSA Region 9……………………………………………….12,800 MWh U.S. Army / Fort Lewis………………………………………….12,000 MWh NASA Johnson Space Center………………………….10,000 MWh U.S. Internal Revenue Service………………………………..9,333 MWh U.S. Mint / Philadelphia facilities…………………………… MWh U.S. NPS / Independence National Park……………………..759 MWh U.S. NPS / John Day Fossil Beds……………………………….200 MWh U.S. NPS / Lewis & Clark Historic Park……………………….120 MWh

Growth in Federal Partner Green Power Use

Environmental Benefits of Federal Green Power Use Annual green power purchases ≥ 1.6 million MWh, which is equal to the electricity needed, on average, to power approximately 150,000 homes for a year. Purchases avoid ~ 2 billion lbs. of CO2, which equivalent to: Removing 200,000 cars from the road for one year Planting more than 310,000 acres of trees

Benefits to Federal Agencies of Joining the Partnership Compliance with Executive Order and pending energy legislation Reduced emissions associated with electricity Enhanced national security Fuel diversity/ hedge against volatility risk Accelerated market transformation for renewable energy Public recognition Press Conference Honoring U.S. Army and other Washington, DC Green Power Purchasers

How Much Green Power to Join? PARTNERSHIP BENCHMARK LEADERSHIP CLUB BENCHMARK If your annual electricity use is… You should, at a minimum, use this much green power Over 100,000 MWh2%8% 100,000 – 50,000 MWh3%12% 50,000 – 10,000 MWh3%18% 10,000 – 1,000 MWh6%24% 1,000 – 100 MWh10%40% Under 100 MWh15%60% Note: 50% of your minimum green power partnership benchmark should be met with “new” renewable energy

Next Steps Federal Agencies Make Green Power Partnership commitment See Partnership website at Submit Partnership Agreement Form Receive technical assistance through FEMP and related resources Receive recognition Partnership website Press releases Press events Logo usage Awards Green Power Leadership Awards Presented Annually by DOE and EPA

The U.S. Air Force is using green power purchasing as a financial hedge against electricity market volatility by entering into long-term green power contracts. Edwards Air Force Base saved an estimated $32 million dollars over a five-year purchase period. A Cost-Effective Energy Strategy
