The Model Act – Chapter VIII Art 65 suggests custom facilitation, priority clearance, exemption of duty and taxes, simplified documentation and other facilitative measures for entry of goods applies Art 65 further suggests expedited entry for specific international disaster goods and equipment: telecommunications, medications, food, vehicles, search dogs

The Model Act – Chapter VIII Art 66 suggests facilitation of transport for transit and transhipment of humanitarian good, equipment and personnel applies, including priority treatment for passage, exemption from applicable taxes and exemption from prohibitions other than related to national security
