Cisco Confidential 2 Background  Discovery sessions were held with key stakeholders that had more direct fit into the pilot solution  Sessions included: Fire, police, hospital, health center, K-12 education, HCC, transportation, real estate developers, government and HGE as core network services provider  Discovery session brought out technology details and business needs of entities in Holyoke, especially those involved in the pilot  Discovery sessions and external briefings introduced stakeholders to additional technical solutions open to them  From the sessions, needs were identified and brought together into a working solution framework that could be addressed in a S+CC, especially those that could be piloted

Cisco Confidential 3 Samples of Discovery Findings  Safety & Security: -There is an opportunity to get better interoperability of communications and could enhance the ability to respond -Video capabilities could be increased to provide better safety, especially if learning or healthcare delivery sites could be made safer  Healthcare: -There are challenges in getting healthcare delivered to those in need, especially in the Flats and South Holyoke -Getting more effective access to and coordination with healthcare professionals and second opinions could reduce cost and improve service times  Education: -There is a challenge delivering healthcare and behavioral health in K-12, especially in high-risk grades -Keeping student in school, especially through more effective clubs, social reach and safety would be a great aid -There may be jobs available if effective adult education could be brought to bare.

Cisco Confidential 4 Samples of Discovery Findings, cont’d  Government: -Technology is available to take small steps to open up government  Real Estate: -There are a number of in-flight and launch-ready to projects that could be more highly leveraged by being connected -There are projects in the Aging Center, Library and others that could provide more effective services using technology  Transportation: -A commuter rail service and better commuter support infrastructure could attract jobs or businesses -Early testing and support of the Multi-Model center could help accelerate adoption

Cisco Confidential 5 Sample Innovation Discovery Findings  There are new, cost-effective models for delivering services -Lowering costs  There are new business models to create new revenue streams  Sharing of infrastructure, where possible, could free up funds to innovate  A single set of resources can be used to deliver many different kinds of services

Cisco Confidential 6 Next Steps  A S+CC vision has been identified for Holyoke.  A pilot has been identified with a wide mix of solutions and innovation.  Key stakeholders meeting are being held to finalize fit and commitments and to make adjustments to the pilot.  Based on reaching stakeholder commitments, a pilot plan is targeted for delivery in mid-July 2010, to be available publicly shortly thereafter.
