Social Protection Floor (SPF)

How do we achieve an SPF in a country?

Assessment-based National Dialogue (ABND)

Objectives of ABND It answers the question by: Identifying the existing situation and gaps in the social protection system Developing recommendations for achieving the SPF Taking steps on the recommendations It answers one question: How do we make the SPF a reality for the entire population of a country?

ABND process in the Philippines

Work plan May 2013 Pilot Convergence Program for Workers in the Informal Sector through Sub-Committees on Social Protection (SC-SP) and Informal Sector (SC-IS), led by NEDA, DSWD, DOLE 21 May 2014 United Nations Country Team (UNCT) expressed support for the ABND Philippines 28 May 2014 Core Group (CG) was set up, comprising NEDA, DOLE, DSWD, NAPC, DBM, PSA, ECOP, FFW, UNCT

Work plan 5 June 2014 DOLE, NEDA, DSWD Secretaries gave their commitment to the ABND at the joint Social Development Committee (SDC) and Human Development and Poverty Reduction (HDPR) cluster meeting 19 June 2014 Core Group decided its tasks and made a work plan Aug 2014 – Feb 2015 Core Group prepared the ABND matrix 29 Sep & 23 Oct 2014 Presentation of the ABND to the SDC and HDPR, leading to finalization of ABND co-chairs as DOLE and NEDA

Work plan 28 Nov & 2 Dec 2014 Presentation of the ABND to DOLE and NEDA Regional Directors Jan 2015 DOLE A.O created a Technical Working Group for conducting the ABND Mar 2015 DOLE A.O stipulated three island-wide consultations Mar – Apr 2015 Island-wide consultations in Visayas, Luzon and Mindanao to finalize the ABND matrix

Work plan RAP workshop to estimate the cost of the SPF National workshop to finalize the ABND matrix. Recommendations in the matrix constitute the SPF for the Philippines Presentation to the SDC, SC-SP, SC-IS and HDPR cluster Launch of the nationally-defined SPF for all and ABND report
