Why HERA? The Reform Package seeks to address Lack of overall vision, framework and plan for higher education Deteriorating quality of higher education Limited access to quality higher education by those who need it most and have potentials to maximize its benefits

HERA’s Two-fold Thrusts 1.expanded and enhanced students career and life chances and choices of students; 2.higher education and its institutions placed in the full service of national development.

Policy Backgrounds HERA puts together, continues and harmonizes reforms put forward by Congressional Commission on Education (EDCOM); Philippine Education Sector Study and the Presidential Commission on Education Reforms (PESS/PCER); and Basic Education Sector Reform Agenda (BESRA) and the K-12 Program CHED’s Strategic Plan

Investing in the Partnership in Basic Education HERA’s public investment in three entry-points of partnership with the Department of Education (ODA Matrix)  Basic Education Sector Reform Agenda (BESRA)  K-12 Program  CHED’s proposed ODA-assisted projects in teacher education  development of learning assessment competencies among teachers, quality assurance staff and educational managers  development and institutionalization of a re-engineered National Exit Assessment  3NS (National Network of Normal Schools)

The Master Plan for TED  the official document of CHED’s commitment to K-12 to lay down the national vision, direction, strategies and programs for the future of the most important input to basic education, e.g. the classroom teacher, in both the pre-service and in-service levels;  intended to serve as the roadmap for the education/ training of the professional teacher taking into account the current and anticipated supply-demands situations and the structural constraints and opportunities including political realities.

The Master Plan for TED Guideposts provided by the Phil. Development Plan  Determined pursuit of EFA and MDG on improving level of access and participation with special attention to the strengthening of Madrasah, IP education and education for vulnerable groups;  Increased delivery of basic education services by way of expanded public-private partnership (PPP) that include instructional and other management services through their outsourcing from qualified (accredited) private providers to improve level of access, efficiency and student achievement and promote education fiscal reform

The Master Plan for TED  Enhanced learning efficiency in the early grades underpinned by the implementation of the mother tongue as the language of learning, with strong community and civil society support to improve student retention and achievement particularly in higher- order thinking skills (HOTS) and in the learning of other languages like Filipino and English;  Well-maintained health, nutritional and physical well-being foundation of education performance adequately addressed especially through the education component of Pantawid Pamilyang Pilipino Programs (4Ps);  Improved and expanded provision of basic educational inputs especially in traditionally lagging areas through selective but focused utilization of the tried and tested alternative delivery modes (ADMs) in formal education and alternative learning system (ALS) for out of school youths and adults.
