At IBR-2 there exists an unique complex of spectrometers We need in further development of the complex. Evaluation of the proposals for spectrometers at the IBR-2M Cold source

2 Proposals for spectrometers at the IBR-2M Neutron diffraction (8): HRFD, DN-2, SKAT, Epsilon, Kolhida, FSD, DN-6 (DN-12), RTS. SANS (2): YuMO, SANS-C Reflectometry (3): REMUR, REFAT, Gorizont (Reflex) Inelastic scattering (3): DIN, NERA, SESANS (KDSOG) 16 spectrometers (6 new)

3 The PAC recommends that JINR set up a group of JINR and external experts to carry out the ranking of the projects taking into account the foreseen construction of the broad-band moderators and current trends in modern condensed matter physics. PAC (November 2006) recommendation:

4 - -What is the main goal: evaluation of the proposals, arrangement of priorities, … - - Who determine the membership of the expert group, - Should be the membership of the expert group approved by PAC, - - Who should be a chairman of the group, - - Would be the work of experts financially supported, - - How the work of experts should be organized in time, - - Is an expertise anonymous or not, - - How Russian-English translation of materials would be organized, - - …. Group of experts for the ranking of the projects Questions without clear answer:

11 Evaluation of the proposals by external experts (8 persons) 1.1. On the whole, proposals are well balanced complex of projects DN-6, REMUR, FSD are approved projects Spectrometers for “New science” are the most important for realization (SANS-C, REFAT, GORIZONT, HRFD, DIN) 2.1. Reasonably priced projects, interesting for users (HRFD, FSD, EPSILON/SCAT, DIN, REMUR, DN-6) Expensive projects (YuMO, NERA) Questionable spectrometers (SANS-C, REFAT, SESANS, DN-2) Seven experts agreed to make an evaluation. Three experts kept the promise Majority of proposals must be realized Special financing must be requested from JINR Directorate At least two proposals inside a group (diffraction, SANS, INS, reflectometry) must have the highest priority.

12 Criteria which could be used for the evaluation 1. 1.Modern and interesting science Correspondence to the IBR-2M features Top level parameters Active and effective team External support (financial, technical, …).

13 I. REMUR, FSD, DN-6 have been approved by PAC earlier, no expertise is needed. II. EPSILON, SCAT, GORIZONT are under consideration at BMBF, no additional expertise is needed. III. HRFD, DN-2, NERA, DIN: improvement of the operation parameters, no expertise is needed. IV. YuMO / SANS-C, SESANS, REFAT, RTS: complex projects, professional expertise is needed. Evaluation of the proposals. What do we really need?
