PEA’S FURTHER ADVICE TO GIC ON TRANSMISSION ACCESS AND CAPACITY PRICING Gas Industry Co2

From February 2013 meeting… Gas Industry Co3 Proposed that: o PEA give further advice to GIC by mid-year o GIC consult on further advice by the end of the calendar year Action: o GIC to bring a suggested outline structure of that report to the March PEA meeting

Suggested outline of ‘further advice from PEA’ Gas Industry Co4 Short term improvements o Transparency (may simply record that this has passed to GIC to progress) o Demand management  Vector interruptibility arrangements  MDL AQ arrangements Options for longer term changes o Straw man: auctioning some capacity when commercial capacity is scarce o Maui style arrangement for Vector: move from point-to-point towards common carriage o Victoria style arrangement for Vector and Maui: integrated transmission and gas o Descriptions would include implementation options
