Home Care Service Current situation: 256 mainstream home care workers 7194 hours service Monday – Friday 7a.m. until 5p.m. 64 out of hours home care workers 1169 hours service Saturday and Sunday 7a.m. until 5p.m. and 5p.m. until 10p.m. each day 7000 people receiving a service each week

Many people end up with mixed packages Monday to Friday daytime worker from in house service Separate group of workers covering evenings and weekends

Home Care Service Current situation: 127 hours (average) overtime worked each week – out of hours 250 hours (average) hours paid for and not used each week – mainstream £1049 (average) cost of overtime each week £1422 (average) cost of lost hours each week

The service available does not meet needs Too much Monday to Friday daytime care Not enough care in the evenings and weekends

Home Care Service Current situation: Restructured management team to ensure good supervision of staff and development of service Committed workforce dedicated to providing high quality services and support No capacity to take on new care packages Only essential cover provided on Bank Holidays Lack of consistency in service delivery

Home Care Service Current situation: Unit cost for in-house service = £11.90 per hour Unit cost for independent sector providers = £7.00 – 8.50 per hour

Home Care Service Recent comments/complaints: Why am I charged for 2 x ½ hour visits each day at the weekend when the worker only stays for 15 minutes each visit The girls are so good, they really look after me…. without them I would be living in a home

Home Care Service Government agenda for home care services: New National Care Standards from April 2003 Inspection of services against national standards A modern service able to maintain people in the community and rehabilitate people so that they can enjoy greater independence A flexible, well trained workforce able to meet everyone’s needs

Home Care Service New National Care Standards: The service should be provided at all times in a way which meets the individual needs of the person People receive a flexible, consistent and reliable personal care service Care workers carry out tasks with the individual not for them

Home Care Service New National Care Standards: Staff are able to respond flexibly to the needs and preferences of people which arise on a day to day basis All care and support staff receive regular supervision Services can meet the needs of the community

Home Care Service The way forward: Staff team working on a rota across 7 days a week Service able to provide consistency with the same levels of support every day Vast reduction in overtime payments/down hours

Home Care Service The way forward: 50% of the workforce trained to NVQ level 2 Trained workforce able to meet the needs of people with learning disabilities, mental health difficulties, from minority ethnic groups, requiring rehabilitation, etc Meeting Government targets on complex packages of care
