WMO OMM Rolling Review of Requirements (RRR) process RRR process, defined by the Manual on the Global Observing System (WMO-No. 544), is the WMO standard process for managing evolution of WMO observing systems.. 3

User requirements are collated in a comprehensive, systematic and quantitative way in the WMO Observing Requirements databaseWMO Observing Requirements database 2. The comparison of user requirements with observing system capabilities for a given application area is called a Critical Review. 3. The output of this is reviewed by experts in the relevant application and used to prepare a Statement of Guidance (SOG) 4. The consolidation of the SoGs (with gap analysis for all areas and future needs and potential new technologies) will lead to a long-term vision for WIGOS
