Co-creating climate change adaptation and resilience decision-making support tools with cities Alberto Terenzi Officer Sustainable Resources, Climate and Resilience ICLEI – Local Governments for Sustainability NACLIM Workshop

Outline  About ICLEI  Co-creation: a structured process  Focus on: ICLEI projects on Urban Adapt. and Resilience  Conclusions

About ICLEI

Global membership 660 million – 8.3% of world population 85 countries

What we do We support a network of local governments and cities at local, national and international levels. We forge partnerships, engage thinkers and the business sector, work jointly on pilot projects, and bring people together at congresses and events. Provide a gateway to solutions We provide technical consulting, information services and training to build capacity, share knowledge and support local governments. Connect leaders Accelerate action

Co-creation… „I have a problem… I find it difficult to talk to non-scientists“

Relevance of co-creation in urban adaptation A “City” is a complex set of interacting subsystems or their elements (Batty, 2009) Adaptation and resilience do not take place in isolation but influence and are influenced by other ongoing activities (EEA, 2012). There are barriers that separate the climate risks from adaptation planning cycles (EEA, 2012). Urban adaptation planning: The process of making adaptation and resilience decisions is actively shaped and influenced by stakeholder networks and multi- governance frameworks. Sustainable urban transformation requires a composite, multi- dimensional approach (EEA, 2012). Co-creation : Involving a range of stakeholders in the adaptation planning process can support the development of collaborative outputs that benefit from a diversity of knowledge, experience and perspectives.

 Organisational set-up:  Team formation  Work plan development  Stakeholder identification  Communication plan development  Vulnerability assessment:  Governance & management inventory and analysis  Climate, urban systems and social groups review  Vulnerability analysis  Organisational set-up:  Team formation  Work plan development  Stakeholder identification  Communication plan development  Vulnerability assessment:  Governance & management inventory and analysis  Climate, urban systems and social groups review  Vulnerability analysis  Adaptation strategy & action plan development:  Identification of adaptation options  Identification of linkages to plans and projects  Identification of barriers and drivers  review of funding sources  Formulation of adaptation indicators  Adaptation strategy & action plan development:  Identification of adaptation options  Identification of linkages to plans and projects  Identification of barriers and drivers  review of funding sources  Formulation of adaptation indicators  Securing mandate for the adaptation process  Involving politicians  Drafting a council resolution  Engaging the public  Securing mandate for the adaptation process  Involving politicians  Drafting a council resolution  Engaging the public  Development of project plans  Development of partnerships  Implementation and monitoring of actions  Development of project plans  Development of partnerships  Implementation and monitoring of actions  Assess and evaluate the process  Evaluate effectiveness of actions based on baseline data  Assess and review new information and drivers  Report back to stakeholders  Provide recommendations for next cycle  Assess and evaluate the process  Evaluate effectiveness of actions based on baseline data  Assess and review new information and drivers  Report back to stakeholders  Provide recommendations for next cycle Planning and managing adaptation - The Integrated Management System

Co-creating knowledge & tools Enhancing cities’ capacity to resist, absorb and recover from shocks and stresses, including those related to climate change Science for cities in transitions Investigating adaptation practices and developing standardized methodologies and decision support tools for Cities

Methods & tools developed Develops methods to quantify expected climate change risks and benefits as well as costs of specific adaptation measures Developed tool to estimate the economic costs of health impacts of climate change at local level In a nutshell The project aims to provide much needed quantified evidence on the impacts of climate change, and the costs and benefits of a wide range of adaptation measures, focusing on cities RAMSES: Science for Cities in Transition

Co-creation elements in RAMSES Webinars  Sharing latest knowledge and research results with city stakeholders  Possibility for direct interaction Stakeholders Dialogues  Present and share research results  Discuss and exchange with relevant stakeholders  Obtain feedback and co-create further research outcomes

Reconciling Adaptation, Mitigation and Sustainable Development for Cities Who participates? -Cities; -Other tiers of government (regional, national, EU); -Adaptation practitioners (city networks, consultancies, service and knowledge providers); -Research institutes and academia.

Reconciling Adaptation, Mitigation and Sustainable Development for Cities Watch and read more Videos, SD reports and policy briefs are available on the RAMSES Website 3rd Stakeholder Dialogue „Understanding vulnerabilities, assessing economic gains and unlocking the transformative potential of climate adaptation in cities” will take place in Rome on the 4 October, registration here: cities.eu/events/ cities.eu/events/

Tools developed  an integrated system for Vulnerability Assessment  an Adaptation Options Catalogue/Library  a Decision-making Support System Aim Develop standardized approaches to increase the resilience of European cities and urban areas to extreme weather and climate change RESIN – Resilient Cities and Infrastructures

Co-creation elements in RESIN  Partner cities & research partners co-create the RESIN tools  Cities are involved in pilot implementation, evaluation and feedback  Tools are developed according to cities’ needs ensuring transferability beyond RESIN partner cities Freiburg / Image credit Serena Boccardo Bratislava / Image credit Anna Molinari

RESIN tier-1 Cities -Assigned to testing different tools; -Developing their own local strategies to achieve results already within the project lifetime; -Involving stakeholders (inside and outside the administration) to raise awareness and obtain data.

Tools developed  A Systemic Risk Assessment Questionnaire  Policies for Resilient Buildings  A System Dynamic Model  A Resilience Maturity Model  A Resilience Engagement and Communication Tool Aim Enhance cities’ ability to absorb, resist and recover from climate change hazards and the shocks and stresses related to social dynamics In a nutshell The project delivers a Resilience Management Guideline which can assist cities in the diagnostics, monitoring and analysis of their resilience maturity levels Smart Mature Resilience

Co-creation in SMR

The Open European Day at the Bonn Resilient Cities (5th July 2016, Bonn, Germany) Interactive city-to-city exchange on climate change adaptation (20+ cities presenting) Knowledge exchange and open discussions between researchers, adaptation managers and practitioners, and key urban adaptation stakeholders Opportunity to share experiences, learn from others and discuss solutions Key themes: Mainstreaming adaptation, Nature- based solutions, Climate services and Financing adaptation Register at:

Conclusions ( What to consider when engaging in co-creation) It takes two to tango; Engaging in co-creation produces opportunities that go beyond the actual scientific results; Creating a fruitful, exchange is a continuous process; Municipal staff are themselves crucial knowledge brokers.

Thank you for your attention!
