RCPS Safe Schools Task Force Review of Current Practice January 14 th, 2013 – School Board Meeting

Organizational Structure Audit Team – Steve Reid ▫Central Office Director, SRO, Building Administrator, Fire Marshal, Bryan Huber Committee – Bryan Huber ▫Fire and Rescue Personnel, School Resource Officers, School Representatives, Steve Reid Focus Group – Bryan Huber ▫Fire Marshal, SRO, 6 Building Administrators, Cheryl Mast, Steve Reid

Safe Schools Committee 4 yearly meetings ▫Provide Training to School Crisis Team Leaders ▫Review current practices for all Crisis Events ▫Update Crisis Team Leaders on changes in best practice/ Focus Group Results ▫Q and A sessions for School Leaders to have open dialogue with Fire/Rescue and Law Enforcement ▫Topics Covered Include: Earthquake Drill Procedures, School Bus Accidents, Hot-File Changes, Anti-Bullying Programs, Gang Awareness, etc….

Safe School Audit Team Steve Reid, Director of Maintenance Bryan Huber, Director of Transportation Maintenance Facilitator Joseph Mullens, Fire Marshal Sgt. Cindy Cull-Wright, Rockingham County Sheriff’s Office SRO Town Police – If applicable Director of Elementary, Middle or High School Education Administrator from school being audited next Administrator from school not being audited this year

Memorandum 7:45 am – Check on early morning safety procedures (bus arrivals, parent & staff sign-in procedures, supervision, etc.) 8:30 am – Meeting with principal and/or assistant principal, conduct interview 9:15 am – Interview Teachers & Staff  Fire Marshal, SRO & Maintenance Facilitator tour the inside and outside of the building  Steve Reid, Sgt. Cull-Wright and Administrator from CO will conduct interviews 10:00 am – Interview students ( Middle and High ) 11:00 am – Committee will review Safe School Crisis manual, Hot File, Emergency Kit, Student Handbook, discipline and attendance data, completed Safe School Audit checklist and online survey. 11:45 am – Start Report 12:00 pm – Lunch & discuss findings 1:30 pm – Finish report 2:00 pm - Review report with Administrator

School Safety Survey 53 question survey completed as a “self audit” Requires analyzing DCV report, school safety programs, anti-bullying efforts, ESD programs, bus driver training, School Climate, and gang prevention. Division Level Report 16 out of 19 areas ranked as “adequate” Need improvement in building security, availability of SRO’s, and emergency notification processes.

Current Challenges Facing School Safety Controlled Access to School Buildings Consistent Implementation of Crisis Plan and Procedures Training and Awareness for Substitutes, Support Staff, etc…. Balance of Instructional Time vs. Training Time for Crisis Scenarios Lack of timely and accurate information dissemination in crisis situations
