Workforce Partnerships in EoE

Using the Fund and the Future Historical perspective What we do in East of England The Future?

“The Money” 2008: Funding from DoH to support personal development of SAS Doctors & Dentists Recurrent since But now not ringfenced Separate from study leave/ contract funding Not intended to fund what a Trust should fund anyway

BMA Suggested Uses Top-up training Secondment opportunities Workplace based assessments Courses for clinical management/ education roles Regional Study Day Leadership training, coaching etc

What happens? Associate Postgraduate Deans administer fund in LETB Funding stream then varies – Delegation to Trusts – Retained centrally – Mixture

In EoE £1.1 million 30 Trusts SAS Tutor in each Approx 80-90% of funds delegated to Trusts to be used locally 6 monthly financial returns “Use it or lose it”

Local Use Courses – individual or group Backfill for placements Appraisal support SAS Days “Benefit the many” SAS Tutor – SPAs ( ) Administration (5-10%)

“Quid pro quo” Not about entitlement Value to Trusts beyond the clinical Educational/ Clinical Supervision SAS doctors as Appraisers Audit/ Governance

Central Money Wages/ administration eModules Courses – Those that can’t be provided locally or low demand – CESR – Appraisal & Revalidation – Educational Supervisors

Other Training Programme Director for Emergency Medicine SAS Doctors Innovation Fund

Last two years Invite applications for “bigger ideas” beyond those for local use Clear benefit Value for money Encouraging look beyond clinical

Examples Backfill for doctors to gain other experience Equipment to support established skills courses Regional research project

Technology Providing interactive information for cancer survivors eLearning platform Developing a smartphone app for patients to monitor mental health Interactive training Time to work on linking IT systems

The Future? No ringfencing Overspend/ underspend will be punished Reduced budgets – Mine fell by 6% this year – One LETB reduced by over 90% Need to justify spending

Need to be Innovative Transparent Prudent/ value for money Vocal Realistic Local v central? Supportive of tutors
