Intelligent Transport Systems in South-East Europe Martin Böhm AustriaTech

ITS Directive sets the framework Cooperation schemes exist, while new ones emerge to bridge the gap created due to new business models required, new technological improvements etc. Role of ITS associations (National ITS associations, ERTICO, ITS Nationals…) Huge technological advances – Large experience from research activities – Connected vehicles and infrastructures – User aware traffic management (eg TM2.0) – Efforts to accelerate large scale deployment 2 11 th ITS European Congress, Glasgow, 6-9 June 2016 ITS: where do we stand today

Overall picture Governments under economic pressure: less public spending Energy & fuel sector largely influenced by external parameters Banking sector seeks opportunities in “green business” Private sector is changing, with large IT companies seeking for a change in their market products and SMEs creating innovative solutions Citizens (end users) are already used to tech products assisting them in everyday life 11 th ITS European Congress, Glasgow, 6-9 June

4 SEE-ITS area

Stimulate cooperation and interoperability between isolated ITS applications in SEE area Support seamless mobility and enhanced interfaces between transport modes Develop an institutional and technical framework for harmonized ITS specifications Define cooperation models for SEE countries Foster coherence with the 2010/40/EU Directive on ITS in SEE countries 5 11 th ITS European Congress, Glasgow, 6-9 June 2016 SEE-ITS project overview Project objectives

Analysis and understanding of the current situation Support for the adaptation of EC ITS Directive in SEE countries Execution of focused demos to assess ITS applications Analysis of the impacts of ITS applications Proposals for specifications towards interoperable ITS in the SEE area CBAs/MCAs for the deployment of ITS in the SEE area Consultations with stakeholders and establishment of collaboration mechanisms (SEE-ITS workshops, SEE-ITS Stakeholders’ Panel, SEE-ITS Platform for ITS) Proposals for long-term investment plans 6 11 th ITS European Congress, Glasgow, 6-9 June 2016 SEE-ITS project overview How SEE-ITS objectives are met

Increased awareness about ITS Contribution to National ITS strategies Contribution to National ITS architectures ITS Deployment roadmaps Creation of a cooperation platform for ITS in SEE and beyond Contribution to content: – 9 country reports & SEE area report for ITS deployment status – Detailed best practices report – Screening of policies at country level for ITS deployment related to 2010/40/EC Directive and SWOT analysis – Creation of a web-based platform for increased cooperation between ITS stakeholders – Assessment and requirements of interoperability for ITS and Organizational framework in the SEE-countries – 9 individual roadmaps for increased ITS deployment – National ITS architectures reports and common revision plan – Demonstration and deployment handbooks of 7 ITS demo applications – National long term investment plans All reports are available at th ITS European Congress, Glasgow, 6-9 June 2016 SEE-ITS Major Outputs and Contributions

To define all (new) players To enhance dialogue among all To coordinate isolated initiatives To define new cooperation schemes To accelerate innovation To capitalize results To improve mobility for all by making ITS part of everyday life To support policy objectives th ITS European Congress, Glasgow, 6-9 June 2016 Need for a paradigm shift in ITS

How can ITS become part of everyday life? Example of a mature technology: The internet --- a mature technology, everybody uses it, although almost nobody knows how it operates/functions in the “backoffice” Technologies have already emerged in the daily life In that sense there is no need to prove that ITS is here or that it is necessary The important issue: integrate ITS in the daily life without users noticing it A variety of creative app developers are already showing the way to go, mostly for the end user experience perspective, utilizing data that comes from existing ITS Future internet technologies, M2M communication technologies are here th ITS European Congress, Glasgow, 6-9 June 2016 ITS as a technology and the need for innovation

Scientific – Need for multi-disciplinary ITS education – Need for proven impact/benefits assessment – Content management Design – Harmonization and interoperability – National ITS architectures and commonly agreed standards Deployment – Cooperation between all stakeholders – ITS in Smart Cities & ITS Corridors Policy – In line with EC ITS Directive 2010/40/EC – Creation of tools that will enable the monitoring of ITS deployment in Europe, incl. national assessment bodies and national access points Industry – Interoperable and open solutions – Cooperation between the “giants” and the “new players” Marketing – Increase user awareness – Provision of services that tackle actual problems of end users th ITS European Congress, Glasgow, 6-9 June 2016 Innovation: What is needed?

H2020 New territorial cooperation programs Connecting Europe Facility - CEF Streamlined national programs Knowledge intensive innovation clusters (eg KIC Mobility) th ITS European Congress, Glasgow, 6-9 June 2016 Enablers

From Intelligent Transport Systems to Intelligent Mobility Services Mobility as a service / Mobility on request Mobility in the context of Smart Cities / Smart Regions Open data & neutral data value Content management Connected vehicles and infrastructures & automated/autonomous systems As made apparent in the computer world during the previous years, it seems that also the future of ITS/IMS is about: – the software – the end user experience – the communication of information on time Networks of meta-equipment Inclusive ITS/IMS (Equity, Climate change) Continue to build tools that allow us to perform better th ITS European Congress, Glasgow, 6-9 June 2016 The ITS Shift
