Federal Acquisition Service 3 PSS Overview ➢ FAS, Region 10 identified the need to create a new single Multiple Award Schedule (MAS) that encompasses professional services only in order to: ➢ Provide customers with the ability to obtain and contractors to provide, total solutions to complex professional services requirements using one contract vehicle. ➢ AND ➢ One Schedule will save time and eliminate confusion often associated with managing a cadre of contracts to successfully complete requirements within a timely manner.

Federal Acquisition Service ➢ GSA will change the name of the pre-existing 00CORP program to its new name: ➢ Professional Services Schedule (PSS) ➢ Solicitation Number will be: FCO-00CORP-0000C ➢ Anticipated Date of Release: October 1,

Federal Acquisition Service ● Important Reminder Regarding the Complementary SINs C132-51, C595-21, C , C , C , C ●These SINs cannot be used as “stand alone” SINs – they can only be used as ancillary services to a total solution. ●Firms who provide these services in a stand alone fashion are encouraged to secure a contract under the respective program. 6

Federal Acquisition Service 7 The merging of two or more contracts into a single schedule contract. In most cases, the terms and conditions, pricing, and escalation are all transferred over to the new contract. However, in some cases negotiations may occur which would result in changes to one or all factors noted above. PSS - MIGRATIONS

Federal Acquisition Service PSS - Migrations ➢ Firms with two or more contracts must migrate. ➢ If existing contracts are not migrated they won't be visible in Schedules elibrary, GSA Advantage or eBuy after October 1st. 8

Federal Acquisition Service 9 ➢ What’s the Latest? *100 Migrations already awarded Final effort to contact contractors who still need to migrate is underway Specialized team of 8 assigned to Migrations Anticipated time to complete a migration: approximately 6 weeks once its assigned to a PCO *as of 4/27/2015

Federal Acquisition Service 10 Submitting a Migration ➢ Firms are not required to retake pathway for success unless Schedule contract(s) awarded prior to creation of training. The system will automatically upload the first certificate it sees. ➢ Training is available; takes less than 2 hours to complete and is no cost. Go to select Tool Box, scroll down and click on “Step 1, Research” and then click on Task #1 Pathway to Successwww.gsa.vsc.gov

Federal Acquisition Service Submitting a Migration ➢ Requirements for eOffer: ●A firm does not have to do the Readiness Assessment ●A firm can upload a blank document for the sections labeled as “Administrative Proposal and Pricing proposal”(or one of those documents required in items 5 – 13) into the system under the section headers required. ●The eOffer application requires that an automated “Technical Proposal” be filled out prior to the submission of any offer. It is not required for a migration, enter “n/a” into the automated module 11

Federal Acquisition Service Submitting a Migration ➢ Format I – Migration Instructions (Doc 16): ➢ A firm does not have to complete column 4, 6 or 7 of the “format I” attachment to migration instructions (doc 16). 12

Federal Acquisition Service Submitting a Migration ➢ Business Size: ●A primary NAICS code must be identified when submitting your migration. ●Primary NAICS code should be based on the sales history of all migrated contracts. ●Primary NAICS code will determine business size for the Consolidated contract. ●The awarded business size of the Consolidated contract is based upon the current business size shown in SAM. 13

Federal Acquisition Service Submitting a Migration ●Subcontracting Plan: ●If required, module must be filled out in eOffer ●Subcontracting Plan must be filled out to represent the new consolidated contracts information ●Goals are consistent across all programs, so Subcontracting Plan should be similar to the plans previously established 14

Federal Acquisition Service Submitting a Migration ➢ Service Contract Act (SCA) Matrix – What is really needed ➢ Submit only the Matrix and applicable language for all awarded SCA labor categories. The template contained in the solicitation should be used or you can modify one of your current SCA tables (one that was already awarded) and add any missing labor categories to it. 15

Federal Acquisition Service Submitting a Migration ●Submitting a Commercial Sales Practices (CSP) Format under the migration process ●The eOffer application requires that an automated CSP be filled out prior to the submission of any offer. ●The CSP contained in the eOffer application must be filled out with all of your migrated SINs and total estimated dollar values for the new Consolidated Contract. ●*Transfer any previously disclosed/accepted deviations to the Consolidated CSP. *New exceptions and/or deviations will not be considered. 16

Federal Acquisition Service ●Submitting a proposal price list (PPL) under the migration process: ●The proposal price list (Document 7) will suffice for the information requested in items 4 (a) and 4 (b) of the CSP ●Do not alter the PPL, it should be used as-is. ●Transfer over the awarded labor categories, discounts, and MFC as-is to the Consolidated PPL ●Intent is to move single schedule contracts as awarded *without negotiations ● *Contracting Officer will use their business judgment when determining if a change is allowed and/or required. 17

Federal Acquisition Service ●FAQs ●What happens if a firm has an option coming up in 250 days or less? ●Disregard the option – Instead, focus on the migration. ●Contact PCO and let them know of your intent to migrate. 18

Federal Acquisition Service ●FAQs ●Can a firm migrate their IT 70 or 738X SINs or ? NO! ● A firm must first migrate the affected program contracts (e.g.MOBIS, PES, Language, Environmental, Logworld, FABS, AIMS) then ●MODIFY the new contract TO ADD SIN(s) ●Modification to add these SINs can be submitted once the migration is complete 19

Federal Acquisition Service ➢ FAQs ➢ How should a firm proceed if they have commercial pricing on one contract and cost build up on another? ➢ Transfer them “as is” onto the consolidated contract. It is not necessary to make one or the other change its basis of pricing. 20

Federal Acquisition Service ●FAQs What if I have duplicate Labor Categories? Duplicative labor categories will need to be differentiated in the submission (such as identifying the labor category for a specific SIN or program). What if my contracts are awarded with a different escalation? ●Prices proposed for migration must match the prices that are currently in effect on the single schedule contract Example: Contract is in Year 3 of contract, year 3 prices are what should be inserted onto the PPL in columns M and N, Prices exclusive and inclusive of IFF. ●Escalation should be proposed as it is on each schedule or may be negotiated with the Contract Specialist *These are factors that will require discussion between you and your assigned Contracting Specialist 21

Federal Acquisition Service ●FAQs ●What happens after Migration? ●Single Schedule contracts will be “cancelled” or set to “let expire” after migration is completed. ●GSA will issue a modification confirming agreed upon status of single schedule contract. ●GSA will not process any modifications (other than price decreases or admin) on single schedule contracts once it has been *migrated. ●* exception is contracts currently undergoing an audit 24

Federal Acquisition Service Migration REMINDERS AFTER YOUR SINGLE SCHEDULE CONTRACTS HAVE BEEN MIGRATED: 1. You will use the new contract number (GS-00F-xxxxx) for all new work 2. Sales reported follow the contract number that the task order was placed against. Money follows the contract number. 25

Federal Acquisition Service Migration ➢ 3. The Most important Reminder is – ●Agencies can ONLY find you after you upload your new file to GSA Advantage!® and ●You register your consolidated contract number in eBuy. 26

Federal Acquisition Service MIGRATIONS, BPAs and Task Orders (TOs) ➢ What about the BPAs and TOs I have established under my single schedule contract? ●GSA is requesting that contractors reach out to their customer agencies and inform them of their pending migration. ●GSA posted a helpful document for agencies on interact: schedule-handling-bpas-and-task-orders 27

Federal Acquisition Service MIGRATIONS and TOs ➢ What about the Task orders I have established under my single schedule contract? Task Orders issued against a Schedule contract prior to the completion of the consolidation shall be completed in accordance with the terms and conditions of Clause INDEFINITE QUANTITY OCT 1995 (DEVIATION I—JAN 1994), paragraph *(d) unless terminated by the ordering activity. *Note: Paragraph (d) reads as follows: Any order issued during the effective period of this contract and not completed within that period shall be completed by the Contractor within the time specified in the order. The contract shall govern the Contractor's and Government's rights and obligations with respect to that order to the same extent as if the order were completed during the contract's effective period. Once the consolidation has taken place, federal customers are required to use the new contract number for all new Task Orders awarded to the company (e.g. GS-00F-xxxxx). 28

Federal Acquisition Service MIGRATIONS and BPAs ➢ If you have BPAs established under your Single Schedule contracts: ●Submit a list of all active Blanket Purchase Agreements (BPAs) and identify the end date of each BPA. ●The status of any open BPAs will be discussed and confirmed prior to the award of your Consolidated contract. 29

(cont…) ➢ Work with customer agency to create a plan for established BPAs ➢ Two scenarios: Preferred – transfer BPA over to new consolidated contract number Leave BPA as is – it will expire when BPA expires or single schedule expires, whichever occurs first. 30
