The reasons why the smokers cost the government a lot of money China produces one third of the world’s cigarettes. 1.The government spends a lot of money looking after people with illnesses which have been caused by smoking. About 38% of the Chinese population smoke. 89% of smokers in China are male. Millions of smokers die because of illnesses which are caused by smoking tobacco. Many fires are caused by smoking.
