Progress Report: Mayor’s 2005 Crime Suppression Initiative Presented by: Mark W. Herder, Chief of Police City Council Meeting of October 18, 2005

Mayor’s 2005 Crime Suppression Initiative:  The Mayor’s 2005 Crime Suppression Initiative was approved by City Council on August 16, 2005, to address increased concerns about the high rate of violent crime in Stockton.  An implementation plan was developed and finalized.

Reassignment:  On August 21, 2005, a reassignment of Patrol Officers occurred: –Neighborhood Impact Teams were created. –Police Officers were transferred from other units.

Reassignment:  Community Policing Officer assignments were finalized effective August 28, The following transfers occurred: –1 Officer from the Vice Unit –5 Officers from the Traffic Section –4 Officers from the Narcotics Unit –1 Officer from Personnel & Training Section –1 Officer from San Joaquin County Metropolitan Task Force (METRO, formerly CRACNET)

Implementation:  The Mayor’s 2005 Crime Suppression Initiative was fully implemented on August 28, –Coverage increased by assigning Community Policing Officers in each of the “Hot” Reporting Districts.

Results:  The following graph shows 14 weeks of violent crime stats in Stockton for the period of July 6, 2005, through October 11, 2005, for crimes such as homicide, rape, robbery, or aggravated assault.  During week 7, there were 77 incidents of violent crime citywide and 23 incidents in the “Hot” Reporting Districts. By week 14, incidents of violent crime dipped to 39 citywide and 6 in the “Hot” Reporting Districts.

Missions Planned:  The Police Department requested assistance from the California Highway Patrol (CHP) on August 26, 2005, and subsequently, met with the CHP on October 7, 2005, to discuss working as partners in a mission to help reduce violent crime and auto theft in Stockton.  Subsequent letters were mailed to the CHP Commissioner from Mayor Ed Chavez and Sheriff Robert Heidelbach, requesting the CHP support the Stockton Police Department with this mission.

Highlights of Mission Results:  The OTS Traffic Red Light Mission conducted 64 Traffic Stops and 60 cites were issued (11 Officers).  The Bandana Robbery Mission conducted 5 Traffic Stops and 15 Field Interviews (F.I.s) (12 Officers).
