2 For my part…… What is the difference between Certificates and Certifications? Do employers care (should they) about credentials? What do we know about this movement? (General Comments)

3 Certificates Awarded by training provider based upon completion of coursework Maybe completion of education requirements or some type of assessment Based on narrow range of specialized knowledge or skill

4 Certification Awarded by a certification body based upon individual demonstration through standardized examination Voluntary or mandated by state licensure Rigorous – exam by third party Time limited

5 Employers and Credentials Labor market research indicates that most certificates of one year or more have significant value in the labor market Neither Certificate or Certification is "ticket" for job – even in high growth areas. License required necessary for hiring Voluntary – Industry versus Regional Communication between employers and training system

6 General Comments Movement is growing rapidly. In 2009, over 800K certificate awarded – triple from 15 year before Almost half were in healthcare Nearly 2,000 organizations offer voluntary certification – trade/professional associations, non-profits, profits. Private companies offer certifications – like Microsoft and Cisco. The National Association of Wholesalers-Distributors – 100 trade associations – 20% offer certifications The number and diversity of providers have created a decentralized system of credentialing and certification

7 General Comments Evidence that completion rates in more rigorous certificate programs are higher than in degree offerings Strong indication that low-income and minority youth and working adults can find in certificate programs the success that seem to be elusive in degree programs.
