Transportation Master Plan Update Warden’s Forum May 7, 2015

Presentation Overview  Summary of Comments Received at the Municipal Information Session/Public Meeting  Summary of Comments Received in Writing  Explain Possible Next Steps 2

Municipal Information Session  Held on March 6 th at Grey Roots  Was well attended – each municipality represented  Transit – no concerns expressed  Active Transportation  County and municipalities must coordinate regarding cyclist routes  Concern that paved shoulders could add additional liabilities and increase maintenance costs  Active transportation/paved shoulder program should be coordinated with the signage program that Tourism/Economic Development are working on 3

Municipal Information Session  Road Rationalization  Concerns expressed with regard to transferring roads Would funding go along with any transferred roads? Would the County budget be reduced if transfers occurred?  Is closing roads an option?  Some indicated that postponing the transfers for another 2 years would be unsuitable and wanted to keep moving forward  Need to add the importance of the work, live and visit to the County Roads principles  Should the Province take some roads back?  Some wondered why road transfers were being considered  Suggestion to transfer roads with those municipalities that want to and postpone the rest 4

Municipal Information Session  Goods Movement – suggestion to work towards the obvious road network improvements (like-to-like transfers) that would accommodate truck traffic (e.g. straightening Grey Road 9)  Bridge Rationalization – suggestion that asset management plans be used as a resource when investigating whether a bridge should remain open or not  Connecting Links  Appeared to be overall interest in exploring this further  Items suggested to be considered as part of the connecting links: Cost sharing County sign/setback policies Development charges Expenses such as civic addressing, signs, etc.  Other Comments – importance of Wiarton airport, rail corridors 5

Public Meeting  Held on March 6 th in County Council Chambers, Attendance was low  Transit – no concerns expressed  Active Transportation  Often conflict between cyclists and motorists  Suggested that education be provided for cyclists and drivers regarding ‘rules of the road’ – i.e. share the road concept  Community Traffic  Several concerns identified, specifically as it relates to Kimberley  Suggestions regarding improved signage, setbacks from the road, installing flashing lights, decreasing speed limits, etc.  Suggestion to increase speed limits on certain County roads  Goods Movement – no comments 6

Public Meeting  Road Rationalization  Consider winter maintenance/weather, topography (i.e. hills and valleys) and safety prior to transferring roads  County should look after construction of roads and municipalities should look after maintenance of roads  Are other counties considering road transfers?  Bridge Rationalization  County should keep all bridges and the County should hire a bridge engineer to be shared by all local municipalities  Connecting Link – overall support for investigating this further  Other Comments – importance of the Wiarton Airport 7

Highlights of Written Comments City of Owen Sound  Supports:  Rural Transit Strategy with City consultation  development of paved shoulder policy that has regard to City’s Trails Master Plan, TMP and Official Plan.  development of community traffic calming measures policy  development of a connecting link template subject to negotiation and approval  development of AODA design standards, as well as including policies with respect to harbours, airports and rail corridors with City consultation  transfer of 28 th Ave/10 th Concession to the County, with early consultation suggested given the current state of the road  Opposed to:  Assuming Grey Road 5 and Grey Road 15 without full investigation of costs, benefits of transfer, service levels and efficiencies as a result of transfers  Transfer of 7 th Avenue West Boundary Bridge without full investigation of costs, benefits of transfers, etc. 8

Highlights of Written Comments Town of The Blue Mountains  Supports:  County transferring all roads and bridges in the Blue Mountains to the Town  County undertaking the active transportation recommendations  County developing principles and policies for assessing community traffic calming measures  County to continue moving forward with the Rural Transit Project  Requests:  County provide further financial information on connecting link programs  Grey County to respond to the Town’s comments within ninety days of receipt 9

Highlights of Written Comments Agency Comments  SVCA – the TMP is acceptable subject to further review of detailed reports/plans for any roads works that stems from the TMP  NEC – development permits are required for any new roads and road improvements within the NEC, development associated with the airports not related to aeronautics would require a development permit  Grey Bruce Health Unit – encouraged by the active transportation and paved shoulder recommendations. Public Comments  Transit stops should be accommodated on County roads  Include transit stops in the planning requirements for new developments  Consider investment and funding models to support existing transit operations and future transit opportunities 10

Highlights of Written Comments Other Comments  Consider the new sharing economy (e.g. Uber/Lyft) as it relates to potential transit solutions  Improve connectivity of paved shoulders between roads or sections of roads as well as improving trail connectivity  Coordinate paved shoulder program with local and neighbouring municipalities and construct paved shoulders on known cycling routes  Support for transferring County roads and bridges in the Town of The Blue Mountains to the Town  Grey Road 19/21 intersection should be a roundabout  Community traffic safety concerns and suggestions for improving safety, particularly as it relates to Kimberley  Comments regarding the importance of the Wiarton Keppel International Airport 11

Highlights of Written Comments Other Comments  Suggestion to implement “The Discovery Loop” in the north west section of the Municipality of Meaford to aid residential construction, assist agri-business growth and encourage tourism expansion.  Need for a rural transit system, particularly to support seniors  Recommend that a sidewalk be installed on Grey Road 4 in Hanover/West Grey near the Canadian Tire and Crabby Joes  Grey County should keep all the current Grey County roads and bridges 12

Next Steps 13  Summarize comments received and present final TMP and Priority Action Plan to Council for Consideration and direction  Begin Implementing the Action Plan based on direction from Council
