GSC17-PLEN-57 Standards for Shared ICT GSC-17, Jeju / Korea Highlight of Current Activities Led a joint effort with TIA to develop the first U.S. text to standards solution (J-STD-110) in March 2013 –Allows any end user device with SMS capabilities and a valid SMS texting subscription to launch a text message communication with the relevant PSAP –Provides a multi-carrier, multi-vendor, multi-PSAP nationwide solution with a vendor-neutral common architecture Proposed FCC rules are based on the voluntary industry agreement by AT&T, Sprint Nextel, T-Mobile USA, Verizon, APCO, and NENA, which is based upon J-STD-110 ATIS will continue development of solutions for Multimedia Emergency Services and the evolution to NG9-1-1 beyond text to

GSC17-PLEN-57 Standards for Shared ICT GSC-17, Jeju / Korea Highlight of Current Activities Completed multiple Commercial Mobile Alert System (CMAS) deliverables –Currently developing CMAS standards in support of international roaming and Canadian requirements –Working to align with 3GPP deliverables ATIS is a member of the National Public Safety Telecommunications Council (NPSTC) and is supporting public safety mission critical voice requirements for the 700 MHz broadband networks via modifications to existing and development of new 3GPP and ATIS standards Nearing completion on a supplement to NENA’s i3 standard to support interface from IMS-originating networks to NENA’s emergency services networks 4

GSC17-PLEN-57 Standards for Shared ICT GSC-17, Jeju / Korea Highlight of Current Activities ATIS is a member of the FCC’s third Communications Security, Reliability and Interoperability Council (CSRIC)(CSRIC) –Provides recommendations and critical input to the FCC to ensure optimal security and reliability of communications systems, including telecommunications, media, and public safety –Multiple Working Groups (WGs) established to address a wide array of topics, including E9-1-1 Location Prioritization Security –ATIS has representation in CSRIC WGs, as many align with existing ATIS work plans and deliverables 5

GSC17-PLEN-57 Standards for Shared ICT GSC-17, Jeju / Korea Highlight of Current Activities ATIS is a member of the FCC’s Emergency Access Advisory Committee (EAAC)EAAC –Makes recommendations to the FCC regarding policies and practices for the purpose of achieving equal access to emergency services by individuals with disabilities, as a part of the migration to a national Internet protocol-enabled emergency network, also known as NG911 6

GSC17-PLEN-57 Standards for Shared ICT GSC-17, Jeju / Korea Strategic Direction Work in response to regulatory mandates and statutory changes Work proactively with DHS/NCS to define Industry Requirements and Standards in support of ETS Work proactively to support Public Safety needs and the 700 MHz public safety broadband network Provide guidance to the FCC on its NG9-1-1 and Multimedia Emergency Services to NG9-1-1 rulemaking efforts. Focus on regional needs (North America) and in coordination with global directions Coordinate/collaborate with other organizations where appropriate (e.g., 3GPP, TIA, ITU, IETF, NENA, etc.) 7

GSC17-PLEN-57 Standards for Shared ICT GSC-17, Jeju / Korea Challenges Delivering standards to satisfy aggressive regulatory mandate target dates such that reliable implementations can be deployed (per target dates) Regarding E9-1-1, the NG9-1-1 standards can get far ahead of deployments given that there are 6,000+ PSAPs in the United States and there are generally different deployment timeframes –Beyond messaging to NG911, MMES is receiving significant interest Regarding MMES, anticipate the requirements of both users with special needs and the general public, develop a reliable solution that does not have the limitations of SMS, and define the interface to the PSAPs Regarding ETS, providing priority routing/processing for NGN Services, including data services (e.g., messaging, , etc.), enhanced authentication, authentication assurance, security and Identity Management 8

GSC17-PLEN-57 Standards for Shared ICT GSC-17, Jeju / Korea Summary of General Activity Citizen-to-Authority (E911, MMES) –Focus on NG911 (e.g., NGN/IMS and Location Parameter Acquisition, Conveyance Architecture, and Protocols) and various near term/legacy matters (e.g., routing number administration for VoIP and wireless, NG Messaging to NG911) –MMES for those with special needs and for the general public Authority-to-Citizen (CMAS, ENS) –Focus on emergency notification standards support for various technologies: Wireless CMAS functions and interfaces: –Common aspects (i.e., Government-to-Service Provider [gateway- to-gateway] interface, and mobile device behavior) –GSM/UMTS/LTE specific aspects Wireline ENS best practices Authority-to-Authority (ETS) –Focus on supporting ETS for NGN VoIP and Data services NGN/IMS Core Network Requirements Wireline Access Network Requirements ETS service description (including End-to-end call flows), authentication, and security standards/recommendations Gap requirements brought to the IETF and 3GPP, where appropriate 12

GSC17-PLEN-57 Standards for Shared ICT GSC-17, Jeju / Korea Overview of Emergency Communications Work in ATIS ATIS committee work is in support of initiatives by: –FCC/Federal government –Regional/State governments and –Local governments ATIS committees also act as a feeder group to the ITU-T, and as Individual Members into 3GPP, in support of international general emergency communication services 13

GSC17-PLEN-57 Standards for Shared ICT GSC-17, Jeju / Korea Committee/Forum Mission/Scope Wireless Technologies and Systems Committee (WTSC): WTSC develops and recommends standards and technical reports related to wireless and/or mobile services and systems, including service descriptions and wireless technologies. WTSC develops and recommends positions on related subjects under consideration in other North American, regional and international standards bodies. – Packet Technologies and Systems Committee (PTSC): PTSC develops and recommends standards related to services, architectures, and signaling, in addition to related subjects under consideration in other North American and international standards bodies. – 14

GSC17-PLEN-57 Standards for Shared ICT GSC-17, Jeju / Korea Committee/Forum Mission/Scope Emergency Services Interconnection Forum (ESIF): ESIF provides a venue to facilitate the identification and resolution of technical and/or operational issues related to the interconnection of emergency services networks with other networks (e.g., wireline, cable, satellite, Internet, etc.). – Next Generation Interconnection Interoperability Forum (NGIIF): The NGIIF addresses next-generation network interconnection and interoperability issues associated with emerging technologies. Specifically, it develops operational procedures which involve the network aspects of architecture, disaster preparedness, installation, maintenance, management, reliability, routing, security, and testing between network operators. In addition, the NGIIF addresses issues which impact the interconnection of existing and next generation networks and facilitate the transition to emerging technologies. – 15
